What is a rubric and how are they being used in teacher education and evaluation? When did rubricsbecome ubiquitous in the field of education? What impact do rubrics have on students, teachers, teachereducators, and the educational enterprise? This book is an edited volume of essays that critically examinethe phenomenon of rubrics in teacher education, evaluation and education more broadly. Rubrics have seena dramatic rise in use and presence over the past twenty-five years in colleges of education and districtsacross the country. Although there is a wealth of literature about how to make rubrics, there is scantliterature that explores the strengths and weaknesses of rubrics and the impact the rubric phenomenon ishaving in reshaping education. The chapters included in this edited volume will critically reflect on thecontemporary contexts of rubrics and the uses and impact of rubrics in education. Since rubrics havebecome indelible in education, it is necessary for a fuller, nuanced discussion of the phenomenon. Creatinga book that explores these aspects of rubrics is timely and fundamental to expanding the discourse on thisubiquitous evaluation tool. This book is not meant to be a series of chapters dedicated to best practices for creating rubrics, nor is this text meant to present all sides of the rubricdiscussion. Rather, this text intends to offer critical polemics about rubrics that can spur greater critical discussion about a phenomenon in educationthat has largely been u...

Education is an important vehicle for social and economic development. But, the people in most of the developing countries are undereducated and illiterate. All the formal and non-formal endeavors for enhancement of literacy have resulted in failure in spite of drastic utilization of monitory and human resources. Consequently, a large number of adult illiterates are still wandering unattended in pursuit of literacy. In such situation there is a dire need for an alternative i.e. distance education, which may help in attracting adult illiterates towards literacy without damaging their business and social life. The present study, conducted in Pakistani perspective, is an effort to develop a distance education model for enhancement of literacy. Mixed method technique was adopted to carry out the research. A distance education literacy model was developed through the analysis and interpretation of data collected from literacy instructors, adult illiterates and experts from the field of adult illiteracy and distance education. This model can be used under the umbrella of a distance education institution to bottle the ghost of illiteracy in developing countries.

Teaching and Learning at a Distance is written for introductory distance education courses for preservice orin-service teachers, and for training programs that discuss teaching distant learners or managing distanceeducation systems. This text provides readers with the basic information needed to be knowledgeabledistance educators and leaders of distance education programs. The teacher or trainer who uses this book will be able to distinguish between appropriate uses of distanceeducation. In this text we take the following themes:The first theme is the definition of distance education. Before we started writing the first edition of Teachingand Learning at a Distance we carefully reviewed the literature to determine the definition that would be atthe foundation of our writing. This definition is based on the work of Desmond Keegan, but is unique to thisbook. This definition of distance education has been adopted by the Association for EducationalCommunications and Technology and by the Encyclopedia Britannica. The second theme of the book was the importance of research to the development of the contents of the book. The best practices presented in Teachingand Learning at a Distance are validated by scientific evidence. Certainly there are "rules of thumb", but we have always attempted to only includerecommendations that can be supported by research. The third theme of Teaching and Learning at a distance is derived from Richard Clark's famous quote published in the Revi...

University education plays a crucial role in national development. The government's long-term policy is to provide a framework for sustainable, competitive and autonomous national university system. Such a policy objective will take account of the comparative strengths of private and public institutions with the aim of reducing wastage. One of the ways of achieving this is through establishment of distance learning by institutions of higher learning. Such a program would be particularly beneficial for the many people who are not financially, physically or geographically able to obtain traditional education. As the government strives to increase access to higher education, more and more distance education institutions are being established with various types of programmes being offered to cater for the increasing demand and needs of the growing population in the country. With a growing number of distance education learners, the provision of learners' support system is now widely and increasingly recognized as an essential component of any open and distance learning system.

Evaluation has played a fundamental role throughout the history of higher education. It has been key to institutional missions and for accountability concerns for public funding policy and fiscal oversight. In the last 30 years, there has been focused attention on the quality of education and student learning. Campuses have stepped up their initiatives to evaluate educational outcomes—and communicate these to their constituencies—just as regional, state, and national efforts have emerged regarding assessment of learning outcomes. In this context, various methods and approaches to evaluative inquiry have emerged to support efforts to increase the effectiveness and efficiency of instructional practice and curriculum for higher learning. This edition examines perspectives on evaluation studies addressing higher education learning—from program- to institution-based studies and critiques of practice—to document successes and identify significant challenges that face evaluators and the collaborating educators in the continuing development of higher education. This examination represents both an investigation into the particular insights that evaluative inquiry contributes to the scholarship and practice of higher education and a reflection on the evaluation expertise that can be applied across contexts of professional practice and program development. This is the 151st issue in the New Directions for Evaluation series from Jossey-Bass. It is an official publication of the American Evaluation Association.

Critical race theory (CRT) was introduced in 1995 and for almost twenty years, the theory has been used as a tool to examine People of Color’s experiences with racism in higher education. This monograph reviews the critical race literature with a focus on race and racism’s continued role and presence in higher education, including: • legal studies and history, • methodology and student development theory, • the use of storytelling and counterstories, and • the types of and research on microaggressions. The goal of the editors is to illuminate CRT as a theoretical framework, analytical tool, and research methodology in higher education. As part of critical race theory, scholars and educators are called upon to extend their commitment to social justice and to the eradication of racism and other forms of oppression. This is the 3rd issue of the 41st volume of the Jossey-Bass series ASHE Higher Education Report. Each monograph is the definitive analysis of a tough higher education issue, based on thorough research of pertinent literature and institutional experiences. Topics are identified by a national survey. Noted practitioners and scholars are then commissioned to write the reports, with experts providing critical reviews of each manuscript before publication.

Critical Qualitative Research in Social Education

Critical qualitative research informs social education through a lens that ensures the investigation of issuesin education tied to power and privilege, ultimately leading to advocacy and activism. The concept ofcritical is increasingly challenged in this age of neoliberal reform; nevertheless, critical impliesquestioning, investigating and challenging in terms of equity and social justice, leading to criticalconsciousness (Freire, 1970). While we resist defining social education, as hopefully these ideas / conceptsare fluid, the idea stems from a continual analysis and synthesis of critical theory/ critical pedagogy, mediaand cultural studies, social reconstruction / social justice, and social studies education framed by culturallyresponsive pedagogy. A social education take on critical qualitative research thus suggests multiple truthsand perspectives and focuses on questions rather than answers. While many have written on qualitative educational research and some have attempted to integrate criticalpedagogy and qualitative research, few have explored the specific idea of social education and criticalqualitative research. A major issue is that social education claims that there are no set procedures, scriptedapproaches, or narrow definitions as to the possibilities of research endeavors. Social education researchersmake the process and investigation their own and adapt questions, procedures, methods, and strategiesthroughout the experience. This reflects an ever changing crit...

A volume in Peace EducationSeries Editors Jing Lin, University of Maryland, Edward Brantmeier, James Madison University, and Ian Harris, University of Wisconsin, MilwaukeePractice and research of peace education has grown in the recent years as shown by a steadily increasing number ofpublications, programs, events, and funding mechanisms. The oft-cited point of departure for the peace educationcommunity is the belief in education as a valuable tool for decreasing the use of violence in conflict and for buildingcultures of positive peace hallmarked by just and equitable structures. Educators and organizations implementing peaceeducation activities and programming, however, often lack the tools and capacities for evaluation and thus pay scantregard to this aspect in program management. Reasons for this inattention are related to the perceived urgency toprioritize new and more action in the context of scarce financial and human resources, notwithstanding violence orconflict; the lack of skills and time to indulge in a thorough evaluative strategy; and the absence of institutional incentivesand support. Evaluation is often demand-driven by donors who emphasize accounting given the current context ofinternational development assistance and budget cuts. Program evaluation is considered an added burden to already over-tasked programmers who are unaware of theincentives and assessment techniques. Peace education practitioners are typically faced with forcing evaluation frameworks, tec...

A volume in Research Methods in Educational TechnologySeries Editor Walter F. Heinecke, University of VirginiaOverall we come away from this project with a renewed sense of the complexityof evaluating the implementation and impact of technology inteacher education. In the post-PT3 period the federal government turned tolarge-scale experimental and quasi-experimental evaluations of educationaltechnology but these have produced little in the way of understandingwhat types of technology work in various content areas under various conditions.PT3 and its approach to evaluation can be viewed as the pioneeringperiod of educational technology evaluation in teacher education. It was atime when evaluators were just beginning to develop appropriate standardsthat could be used as evaluation criteria. It was a time when the accumulatedwisdom of the evaluation field with regards to the primacy of mixedmethodsand multiple indicators of outcomes was just beginning to takehold. PT3 evaluators understood the importance of treading the linebetween summative and formative evaluation, and the relationship of evaluationto the improvement of educational practice. In a world where the policymakers now clamor for simple quantitativeevaluations linking teacher preparation to pupil achievement scores, we arereminded that the causal chain from teacher preparation to inservice performanceand student achievement is fraught with externalities, complexitiesand a less than equal playing field. Empiricism provides the backbone of knowledge creation within social science disciplines (e.g., psychology, sociology) and applied domains of study (e.g., education, administration) alike. Yet, relative to such domainsof inquiry, comparatively little empirical research on evaluation has occurred, and the research knowledge basebeen infrequently synthesized and integrated to influence theory and practice. The proposed book aims to fillthis void with regard to participatory evaluation, a set of collaborative approaches to evaluation that isreceiving considerable attention of late, including a growing body of empirical studies. The authors begin in Part 1 with the delineation of a widely known and familiar conceptual framework forparticipatory evaluation. They then use the framework in Part 2 as a guide to conducting an extensive review of the extant empirical knowledge base inparticipatory evaluation, culminating in a thematic analysis of what we know about the approach. In Part 3 the authors focus on methodologicalconsiderations of doing research on participatory evaluation through a critique of existing studies and an explication of design choices drawn fromtheir own research program. The book concludes in Part 4 with implications for moving the field forward in terms of important research questions, methodological direction and evaluation practice. This book will be of central interest to evaluation theorists and to those who choose to conduct research on evaluation; appeal will...

A volume in Critical Constructions: Studies on Education and SocietySeries Editor: Curry Stephenson Malott, Queens College/CUNYThis book simultaneously provides multiple analyses of critical pedagogy in the twenty-first century whileshowcasing the scholarship of this new generation of critical scholar-educators. Needless to say, the writersherein represent just a small subset of a much larger movement for critical transformation and a morehumane, less Eurocentric, less paternalistic, less homophobic, less patriarchical, less exploitative, and lessviolent world. This volume highlights the finding that rigorous critical pedagogical approaches to education, while still marginalized in many contexts, are being used in increasingly more classrooms for the benefit ofstudent learning, contributing, however indirectly, to the larger struggle against the barbarism of industrial, neoliberal, militarized destructiveness. The challenge for critical pedagogy in the twenty-first century, from this point of view, includes contributing tothe manifestation of a truly global critical pedagogy that is epistemologically democratic and against human suffering and capitalist exploitation. Theserigorous, democratic, critical standards for measuring the value of our scholarship, including this volume of essays, should be the same that we use tocritique and transform the larger society in which we live and work.

Join the dialogue on the future of qualitative inquiry for equity in higher education. Beginning with the premise that equity is of paramount concern in the study of higher education, this text explores the promise and pitfalls of qualitative inquiry with respect to addressing issues of in/equity and fostering social change at micro, meso, and macro levels. Building upon contemporary qualitative higher education scholarship, the authors advance a critique of the reductive and generic conceptions of qualitative research that dominate the field and call upon scholars to examine the transformative potential embedded within critical qualitative inquiry. In addition to exploring the opportunities and tensions associated with engaging in critical qualitative inquiry, this monograph issues a call to action through intervention, describing strategies for challenging and resisting oppressive research norms that undermine the equity aims of higher education research. This is Volume 37 Issue 6 of the Jossey-Bass publication ASHE Higher Education Report. Each monograph in the series is the definitive analysis of a tough higher education problem, based on thorough research of pertinent literature and institutional experiences. Topics are identified by a national survey. Noted practitioners and scholars are then commissioned to write the reports, with experts providing critical reviews of each manuscript before publication.

This volume is the second in a two-part series on differentiating approaches to quantitative research from more traditional positivistic and postpositivistic approaches. While the first volume provided an expanded conceptualization of critical quantitative inquiry, this volume concludes the series by: applying critical quantitative approaches to new populations of college students who are rarely addressed in institutional and higher education research, such as American Indian, Alaska Native, and students with disabilities, applying the principles of quantitative criticalism to advanced methods of statistical analysis, and discussing the variety of challenges to overcome and presenting a future research agenda using these methods. This work is of interest to institutional and higher education researchers who want to expand and critique new ways of thinking about the broad array of populations participating in and served by higher education, while keeping in mind the goals of revealing inequity, challenging marginalization, and helping all students to succeed. This is the 163rd volume of this Jossey-Bass quarterly report series. Timely and comprehensive, New Directions for Institutional Research provides planners and administrators in all types of academic institutions with guidelines in such areas as resource coordination, information analysis, program evaluation, and institutional management.

The study is an attempt to study the opinions of teachers of special schools, integrated schools and regular schools respectively towards inclusive education. The field of special education has grown tremendously in the past few years, demanding frequent updates for the professionals. Periodic in-service training programmes for teaching professionals to keep them abreast of the developments worldwide and to equip them to face the challenges of changing trends is of paramount importance. Such programmes are needed for all levels of staff from classroom teachers to master trainers. Periodic short-term programmes varying from 2 weeks to 3 months, based on the need, should be made mandatory for all trained professionals. Awareness programmes on each disability be initiated at school level. Mass media can be used for enhancing awareness and influencing attitude of masses towards inclusive education. Though factors behind positive and negative attitudes were not able to be determined, the results indicate that the majority of participants agree that special education and general education teachers need to collaborate in order for inclusive education to be successful.

The definition of quality education depends upon the subject's perspective. For example, for the students it may stand for the facilities provided to them; for parents it may be the learning outcomes; for teachers it may be the improvement of teaching learning processes; for prospective employers it may be the nature of the output. Secondary education takes a vital part in the formation of active citizens and also plays a critical role in addressing the emerging human development concerns in countries engaged in building knowledge societies to stay connected to the process of globalization. The role of secondary education in the growth of a nation is paramount and significant, more particularly in developing countries. Secondary education is the single largest supplier of labour force in most of the developing countries, including India. In view of the relation between education and economic growth in a less developed state like India, it is not the highly sophisticated manpower but the middle level (secondary) manpower that is necessary for enhancing the economic growth. This study deals with secondary education in Tripura, India. Academicians, researchers and students who are interested in studying secondary education in general and secondary education of Tripura in particular are the target group of this book which will surely help them to understand the problem of quality secondary education in India.

This book is a result of research carried out at the Islamic University in Uganda (IUIU), aimed at exploring the potential of using Electronic Learning as a delivery mode in Distance Education (D-E). The findings of the study showed that largely electronic learning could take place as a delivery mode for distance education at the University. The institution is connected to the internet; but has very few skilled human resources to initiate Electronic Learning strategies. There is institutional willingness to change from traditional distance education instruction methods to Electronic Learning or offer a combination of the two. The study established the presence of many problems in traditional D-E like accommodation, inadequate pedagogical facilities like text books and long distances between the learner and the teacher to enable ample face-to-face opportunities. The potential exists for e-learning systems and all that is required is university to invest in systems that would actualize the dream into a reality.

This volume presents work focused on underrepresented persons in a variety of levels of higher education. Each scholar has used critical quantitative approaches to examine access and/or success in the higher education arena. Their scholarship pushes the boundaries of what we know by questioning mainstream notions of higher education through: the examination of policies the re-framing of theories and measures the reexamination of traditional questions for nontraditional populations. The work is divergent, but the commonality of the presentations lies in each scholar’s critical approach to conventional quantitative scholarship. Their research highlights inequities and explores factors not typically included in conventional quantitative analysis. This is the 158th volume of this Jossey-Bass quarterly report series. Always timely and comprehensive, New Directions for Institutional Research provides planners and administrators in all types of academic institutions with guidelines in such areas as resource coordination, information analysis, program evaluation, and institutional management.

Master's Thesis from the year 2011 in the subject Politics - International Politics - Topic: Development Politics, grade: 80%, Ewha Womans University (Graduate School of International Studies), course: International Studies, language: English, abstract: ABSTRACTStructural Adjustment Programmes (SAPs) of the IMF (IMF) and World Bank (WB) were implemented as part of aid conditionality in Africa and Latin America since the 1980s. There is a wide range of literature critical of SAPs. Several debates have focused on whether the failure of SAPs was a result of the inherent weaknesses of the IMF/ WB sponsored structural adjustment or whether it was caused by structural failures of policy implementation within the African continent. The author uses the Zimbabwean case to analyze the impact of SAPs on social service sectors, particularly the public health sector. This paper provides a case where the Zimbabwean health sector demonstrated significant progress in public health delivery, and showed prospects of further improvements before the implementation of structural adjustment between 1990 and 2000. In this thesis I show that cost recovery systems and reduced public expenditure on health led to rising costs of health services and increased inequalities in health service provision. It also resulted in the abandonment of critical public health programmes and consequently contributed to poor funding for health infrastructure, maintenance, drugs and equipments. Furthermore, retrenchm...

Dystopia and Education: Insights into Theory, Praxis, and Policy in an age of Utopia Gone Wrong providesan as-of-yet unexplored critical perspective for examining contemporary educational theory, praxis, andpolicy with particular reference to the current state of dehumanizing and often oppressive policy andpractices that have come to demarcate the era of NCLB and RTT. The authors in this collection employdystopian themes found in literature, film, visual art, and video games as the lens for that critical inquiry. Assuch Dystopia and Education: Insights into Theory, Praxis, and Policy is an essential contribution to thephilosophical/critical tradition in educational scholarship. It is especially valuable because the inquiryundertaken is from a new perspective-one that will extend the critical tradition into a yet unexplored arena.Given the educational climate established by NCLB and RTT, this collection is especially important to the ongoing critical analysis of such policymandates. There is also a significantly important timeliness to this book given NCLB's utopian expectation of universal academic proficiency amongAmerican schoolchildren by the year 2014: as educators race to achieve such a noble yet naïve goal, this collection of essays examines the educationalenvironment that has been enacted to achieve such ends, and describes our current state as a utopia-gone wrong.
