This research paper analyses the reasons for the ineffectiveness, and the sometimes even negative influences of the first management reform wave on the state's performance. Hereby it will be assessed if the causes are to be found in the private sector management techniques and their application to public sector organisations (in form of the New Public Management concept), or if rather the specific kind and context of British reforms was problematic, and rendered the techniques unfeasible and impractical. To this end, the reform process in Britain, starting in 1979 with the election of the Conservatives, until the change of government to Labour in 1997, will be analysed. Consequently, they need to provide more public-oriented benefits that are not available elsewhere. It will be more important for Austrian museums to secure a high-quality service level and a positive image. One can ask, of course, if this shift of responsibility from the public towards the private sector is desirable in Austria where only few large private money sources are available. In order to raise the basic funds for the famous Austrian museums it will always be necessary to pool the money of a large number of individuals, in other words, to raise funds through taxes. That is why the question of whether Austrian museums are considered to be effective must be asked. That is, do they provide essential and up-to-date services for the people who fund them? Margitta Minah Effects of Power Resources on Producer Marketing Behaviour

Master's Thesis from the year 2012 in the subject Agrarian Studies, grade: 1.0, Humboldt-University of Berlin (Ressourcenökonomie), language: English, abstract: About two-thirds of the Sierra Leonean population depends on agricultural activities for their livelihood. Agriculture in Sierra Leone is diverse but the highest potential for increasing rural income is attached to cocoa production. Cocoa producers in the Eastern region have an option to sell their cocoa to cooperatives, companies, petty traders, resident and Lebanese buyers. Producer marketing decision is key to breaking a vicious circle of low quality, prices and incentives that hinder overall development in the sector and poverty alleviation. The purpose of this study was therefore to better understand marketing behaviour of cocoa producers in Sierra Leone with the help of New Institutional Economics. In this study, the concept of Power Resources was employed and complemented by a Value Chain Analysis to study factors which influence cocoa marketing decisions. Both qualitative and quantitative research methods were applied. First, qualitative research activities included 20 Focus Group Discussions with farmers in selected communities in the Eastern province. The research team then returned to respective communities to conduct questionnaires with 100 farmers. Considering the twelve Power Resources investigated in greater detail showed that those related to transaction costs, risks, exit possibilities, sanction p...

Tatjana Kühne Public Private Partnerships for Development

Inhaltsangabe:Abstract: Public-private partnerships are a tool that is increasingly used by development agencies to improve infrastructure in developing countries. This concept is also employed in piped water provision. The failure of some major projects suggests that there is considerable risk involved when the public and private sectors combine forces. The fact that piped water provision is a natural monopoly and therefore needs extensive regulation makes the cooperation between the public and private sector very difficult. Indeed, weak regulation is the probably the most important risk factor. Other risk factors include political instability, inadequate tariff and contract design, and lack of public support. These risk factors are analyzed using four case studies, two failed ones and two that are considered relatively successful. The analysis aims to find answers to the question whether the initiative of development agencies to heavily promote the concept of public-private partnerships in water and sanitation is justified and appropriate.

Global diversity in the practice of public sector accounting continues to impede the reduction of bureaucracy and the creation of comparable standards in terms of accountability and transparency. The International Public Sector Accounting Standards Board (IPSASB) continues to engage in the ongoing process of harmonizing public sector accounting with their International Public Sector Accounting Standards (IPSASs). IPSAS Explained: A Summary of International Public Sector Accounting Standards, Second Edition provides up to date information on the Conceptual Framework Project and other projects related to IPSASs, along with details of all the current IPSASs, including newly approved standards of the Board, especially those relating to financial instruments, intangible assets and service concession arrangements from a grantor perspective. Each IPSAS is distilled into a useful and accessible summary, and illustrated with graphs, figures and tables. Beyond that the book focuses on the current sovereign debt crisis and discusses possible implications for public sector financial management. Through an examination of the objectives of the standards and an overview of the principles relevant to key topics such as the accrual basis of accounting as against cash basis, fair value, present value, cost, and measurement bases, IPSAS Explained provides decision-makers in the public sector with a thorough grounding on the IPSASs and the operations of the IPSASB.

Diploma Thesis from the year 2010 in the subject Business economics - Business Ethics, Corporate Ethics, grade: 1,3, Martin Luther University, language: English, abstract: Corruption, defined as the "abuse of entrusted power for private gain," has been a recurrent theme throughout South Korean (hereinafter referred to as Korean) history. Since Korea joined the Organization for Economic Cooperation and Development (OECD) in 1996, it has continuously been ranked among the lowest 20th percentile in Transparency International's Corruption Perceptions Index (CPI) barometer. The term of corruption primarily refers to the public sector. Therefore, Shleifer and Vishny offer a more narrow definition of corruption as being "the sale by government officials of government property for personal gain." Corruption occurs at the interface between the public sector and the private one, whenever a public official is endowed with the discretionary power over the distribution of goods and services. The consequences of corruption are multifarious, including the lowering of investment and economic growth, a loss of tax revenue, adverse budgetary consequences, for instance by reducing the level of tax collection, and a reduction of the effectiveness of aid flows in developing countries and distortion of the composition of government expenditures. One sector that is known to be very susceptible to corruption is the construction sector, covering major public investment projects. T...

Adopting a deductive approach, the thesis uses a combination of academic literature, paired with qualitative and quantitative research methodologies to evaluate the effectiveness of the three key devices, which include public relations, advertising and digital marketing. Despite the in-house research conducted by Visit Wales that concludes the rising tourism figures witnessed throughout 2016 provide evidence of the campaign's success, a series of self-completion questionnaires and telephone interviews targeted at the Welsh accommodation sector and tourists themselves offer a more critical view, which challenges this ideology. This thesis provides a more transparent overview of the marketing communications tools implemented during the Year of Adventure, assessing their impact and potential influence within the Welsh tourism industry.

Electricity sector, which remained in public domain for long, is everywhere being opened up for private participation. As the deficiencies of public sector are becoming evident, its role in economic activities is being curtailed to enhance productivity and efficiency. The present study strives to analyse the reform initiatives across countries and Indian states in order to suggest a policy framework for Punjab, one of the most advanced Indian states. The analysis of electricity reform process reveals that in developed countries, reforms were initiated to increase efficiency and productivity. In under developed countries, however, they were supposed to get rid of various ills of power sector. In India, sub-optimal scheduling of reforms has failed to yield desired results. The study tends to conclude that total privatisation is not the answer to the woes of Punjab's and for that reason, for any economy's electricity sector. Therefore, private participation though needed to complement public investment, must not become the mantra for power sector.

Greg Linsdell The Emergence, Growth and Implications of Private Policing in Victoria

The growth of private policing has been the subject of numerous commentaries that perpetuate the rhetoric of Shearing & Stenning (1980) in announcing a "quiet revolution". The figures that formed the basis of these original commentaries were largely based in the US and appeared to generalise readily into the Australian experience. Australian authors have used official statistics to support the notion that change of a similar scale is occurring in Australia. This work examines these figures more closely and questions previous assumptions which equated a licensed security officer to a public police officer on a one-to-one basis. It also shows how the vacuum created by restrictions on public policing create unprecedented opportunities for private sector growth which arguably erode accountability while creating opportunities for enhanced cooperative partnerships. The emergence of private policing and the relationships between public and private police are examined against theoretical frameworks and complemented by the insight of the practitioners and industry leaders which enables the development of a rich, Victoria specific, picture that will inform the shape of future research.

Also, in developing and producing new vaccines at low prices, and forming multiple diseases ventures. However, PPPs brought some unwelcomed side effects. The Jordanian PPPs were effective in supporting and enhancing women's health, enhancing quality of private sector health services, and reinforcing health system. The protocol was effective in assessing and evaluating current healthcare partnerships, and can be used in the planning process of future healthcare partnerships.
