Sherman Dorn Accountability Frankenstein. Understanding and Taming the Monster (PB)

To understand the current moment in school accountability, one must understand the larger contradictions in education politics. Accountability Frankenstein provides a broader perspective on the school accountability debate by exploring the contradictions inherent in high-stakes testing. Accountability Frankenstein explains the historical and social origins of test-based accountability: the political roots of accountability, why we trust test scores while we distrust teachers, the assumptions behind formulaic accountability systems, and the weaknesses with the current carrot-and-stick approach to motivating teachers.Accountability Frankenstein answers the questions of educators and parents who want to understand the origins of accountability. This book challenges the beliefs of fierce advocates and opponents of high-stakes testing. It provides a rescue plan for accountability after the failures of high-stakes testing, a plan to make accountability smart, democratic, and real.

Center for Creative Leadership Accountability. Taking Ownership of Your Responsibility

More and more managerial challenges require leaders to be accountable-to take initiative without having full authority for the process or the outcomes. Accountability goes beyond responsibility. Whereas responsibility is generally delegated by the boss, the organization, or by virtue of position, accountability is having an intrinsic sense of ownership of the task and the willingness to face the consequences that come with success or failure. Through this guidebook you will learn how your organization and its leaders can create a culture that fosters accountability by focusing on five areas: support, freedom, information, resources, and goal and role clarity.

It also discusses how the social accountability practice can be sustained, regularized and mainstreamed in government service delivery decisions. It also enables citizens to voice their needs and concerns and work collaboratively to enhance the access, quality, and equity of the public services they use.

Denny Taylor Teaching Without Testing. Assessing the Complexity of Children.s Literacy Learning

Teaching without Testing: Assessing the Complexity of Children’s Literacy Learning by Denny Taylor is the second book in Garn Press Women Scholars Series. This book revisits Taylor’s seminal and influential work based on her Biographic Literacy Profiles Project. Teaching without Testing: Assessing the Complexity of Children’s Literacy Learning is a timely book that challenges the scientific assumptions of standardized testing in developing effective instruction to meet the literate lives of all students. Through detailed observations of student learning, Taylor encourages readers to consider alternative ways of assessing children’s reading and writing based on observable literacy behaviors. Supporting a humanistic perspective to the education of children, Taylor argues that standardized and diagnostic methods of assessment and teaching, based on test-driven, cooperate-led accountability practices, have detrimental effects on children and result in the de-professionalization of teachers.

Patrick Chiyanika Sikana Lifting the Mask. The Untold Side of Aid, AIDS and Ngos in Zambia

The use of NGOs to promote development and reduce human suffering has become a major feature of the aid industry. Donors lavish NGOs with funds while governments relinquish major responsibilities. Their numbers and sizes are multiplying exponentially. How have their role and identity changed over time? This case study of NGOs in Zambia finds that increased aid to NGOs has eroded their autonomy, compromised their legitimacy, swayed their focus, skewed their accountability, diluted their voluntary spirit and alienated them from key stakeholders. The study finds that aid for AIDS has monetized the response to AIDS and made NGOs more homogeneous. It posits that the once-genuine claims of government inefficiency, corruption and incompetence now serve to mask a deeper scandal: the rise of a predatory form of AIDS Capitalism that uses HIV to champion personal and organizational interests behind the veil of charity and altruism. NGO-bashing? Probably! But the study blends passion with evidence to show that donors, governments, NGOs, CBOs and individuals need to re-examine their roles, choices, actions and relationships to enhance aid effectiveness.

Fikadu Goshu The Impact of Foreign Aid on Government Expenditure in Ethiopia

Scientific Study from the year 2014 in the subject Economics - Case Scenarios, Wollega University (Department of Economics), language: English, abstract: This study has examined the impact of foreign aid on government expenditure in Ethiopia over the period 1981 to 2012 using Multivariate Vector Auto Regression analysis. All the necessary time series tests such as stationary test, co-integration, weak exiguity, and other tests are conducted. The empirical result from the long run fungibility equation result indicates that sectoral aid has negative effect on its sector spending in developmental sectors except for agricultural sector government spending. The estimate of agricultural aid also support that a 1percent increase in agricultural aid leads to a 0.83percent increase in agricultural spending. Aid other than health aid also has positive impact on health spending. The positive coefficient of aid other than the health implies that there is an aid diversion towards health sector from the others. The negative coefficients of sectoral aid on the sector spending and the negative coefficients of aid other than sector-specific aid, indicate diversion of aid away from the specific sector. Negative coefficients of explanatory variables may arise when there is a diversion of categorical aid from developmental investment towards non developmental expenditure such as general service government expenditures. The result also shows education aid is fungible both in short and long run. H...

Master's Thesis from the year 2010 in the subject Politics - International Politics - Topic: Development Politics, grade: 1,0, University of Birmingham (International Development Department), language: English, abstract: This paper deals with the aid instrument budget support and discusses its strengths and weaknesses in terms of the expected effects of the instrument in areas such as donor harmonisation, ownership, aid effectiveness and accountability. By presenting the international context in which the rise of program-based approaches, such as budget support, took place and by summarizing the actual debate about the instrument and its effectiveness, the paper elaborates a set of assumptions and hypothesises which are affecting the overall performance of the instrument and have to be addressed based on the specific country context. In consequence, it examines and tests these assumptions by critically analyzing the Multi Donor Budget Support in Ghana based on a field study conducted in Accra in July 2010. The central argument of the paper is that general budget support can be one of the most effective aid instruments available at the time, as long as problems inherent to the instrument are addressed and tackled to prevent negative side effects. It comes to the conclusion that the MDBS in Ghana, although there is still room for improvement and entry points for critique, is a functioning example on how to acknowledge and implement the principles of the Paris Declaration on...

Nara Françoise Monkam The Money-Moving Syndrome and the Effectiveness of

Aid ineffectiveness, defined as the low performance of aid in promoting economic growth and reducing global poverty, is a problem utterly complex, prevalent and unfortunately still unresolved. For decades now, it has generated a huge literature reaching conflicting conclusions as to the justifications of aid, the impact of aid on growth and institutional reforms, and the role of economic and political institutions in aid effectiveness. This book examines in depth one of the potential causes of the low performance of foreign aid; in particular, the role incentive structures within international donor agencies could play in leading to "a push" to disburse money. This pressure to disburse money is termed as the "Money-Moving Syndrome" which exists when the quantity of foreign aid committed or disbursed becomes, in itself, an important objective side by side or above the effectiveness of aid. If the overall objective is to maximize the effectiveness of aid, it would appear essential to enhance the design and objectives of aid resources at the source, i.e., at the stage where the funds originate with donors, before considering the causes tainting aid in recipient countries.

The Testing Gap. Scientific Trials of Test Driven School Accountability Systems for Execellence and Equity (PB)

The objective of this book is to advance our understanding of the design, implementation and evaluation of test-driven external accountability policies for improving both academic excellence and equity. This book provides new insights into debates about the efficacy of high-stakes testing through critical synthesis of previous studies and through systematic analysis of the achievement gap trends over the past 15 years. The core findings have implications for contemporary national and state policy efforts, as mandated by NCLB, to close the achievement gap. The book alerts readers to scientific, institutional and technical threats to the current test-driven school accountability system, and possible consequences if we fail to counteract those threats and continue the current policy course with underfunded mandates and an over-reliance on testing and sanctions.

This manual meets the first aid training needs of individual service members. Because medical personnel will not always be readily available, the nonmedical service members must rely heavily on their own skills and knowledge of life-sustaining methods to survive on the integrated battlefield. This publication outlines both self-aid and aid to other service members (buddy aid). More importantly, it emphasizes prompt and effective action in sustaining life and preventing or minimizing further suffering and disability. First aid is the emergency care given to the sick, injured, or wounded before being treated by medical personnel. The term first aid can be defined as "urgent and immediate lifesaving and other measures, which can be performed for casualties by nonmedical personnel when medical personnel are not immediately available." Nonmedical service members have received basic first aid training and should remain skilled in the correct procedures for giving first aid.

No Poverty, Zero Hunger, Good Health, Well-being and Quality Education - these are the first priorities of the Sustainable Development Goals (SDGs) that were launched jointly by all UN Member States on January 1, 2016. The agenda of this agreement contains 17 main goals with a total of 169 targets and is dedicated to improving global living conditions and to address issues of environmental and economical sustainability with a planning horizon through to 2030. Development assistance from economically advanced countries, also referred to as aid, is one of the major means to provide financing for countries with less developed economies that face severe social problems, and which often cannot handle these problems alone. Previous studies have shown, however, that aid is ineffective and recommend comprehensive restructuring of the common aid practices. Investigations that analyse the pattern of aid flows find, moreover, that granting aid to certain recipient countries cannot only be explained by altruistic motives. They show that several strategic or non-strategic reasons have a high explanatory power for individual donor aid allocation. Against this background, the present study explores aid effectiveness of distinct bilateral donors. This is achieved by a large-scale panel data analysis applying per-capita economic growth, infant mortality and primary growth as indicators for measuring the contribution of aid to achieving the different SDGs.

A volume in Research in Education Fiscal Policy and PracticeEdited by Jennifer King Rice, University of Maryland and Christopher Roellke, Vassar CollegeIn this third volume of Research in Education Fiscal Policy and Practice, editors Jennifer KingRice and Christopher Roellke have assembled a diversity of research studies focused on thecurrent policy environment of high stakes accountability and how this context has impactededucators and students at multiple levels of the system. This effort to leverage studentperformance through high stakes reform has accelerated and intensified considerably since the2002 reauthorization of the federal Elementary and Secondary Education Act, commonly referredto as No Child Left Behind (NCLB).In order for high stakes accountability reforms to realize theirstated aims, targeted schools must have or acquire the resources and capacity to meet prescribedperformance standards (Hess, 1999; Malen & Rice, 2005; Mintrop, 2003, 2004; Wong, et al.,1999), yet little systematic research has been assembled to document the implications of high stakes accountability systems on theresources and capacity of schools and school systems. This book aims to fill that gap. With this in mind, authors were asked to pay specific attention to challenges school systems confront as a result of NCLB and otherhigh stakes reforms. The contributing authors were asked to think of policymakers and practitioners at local, state, and national levelsas the intended audiences for...

School and District Leadership in an Era of Accountability

A volume in International Research on School LeadershipSeries Editors Alan R. Shoho and Bruce G. Barnett, University of Texas at San AntonioOur fourth book in the International Research on School Leadership series focuses on school leadership in an era of highstakes accountability. Fueled by sweeping federal education accountability reforms, such as the United States' No ChildLeft Behind (NCLB) and Race to the Top (R2T) and Australia's Performance Measurement and Reporting Taskforce, school systems around the world are being forced to increase academic standards, participate in high-stakes testing, andraise evaluation standards for teachers and principals. These results-driven reforms are intended to hold educators"accountable for student learning and accountable to the public" (Anderson, 2005, p. 2, emphasis in original). Whilepolicymakers and the public debate the merits of student achievement accountability measures, P-12 educational leaders do not have the luxury to wait for clear guidanceand resources to improve their schools and operating systems. Instead, successful leaders must balance the need to create learning communities, manage theorganizational climate, and encourage community involvement with the consequences testing has on teacher morale and public scrutiny. The chapters in this volumeclearly indicate that as school leaders attend to these potentially competing forces, this affects their problem-solving strategies, ability to facilitate change, ...

Fikadu Goshu Sectoral Analysis of the Impact of Foreign Aid on Economic Growth in Ethiopia

Master's Thesis from the year 2014 in the subject Economics - Other, grade: Frst Grade, Wollega University (Business and Economics), course: Development Economics, language: English, abstract: This study has examined sectoral analysis of the impact of foreign aid on aggregate and sectoral economic growth in Ethiopia over the period 1981 to 2012 using multivariate Vector auto regression analysis. All the necessary time series tests such as stationary test, co-integration test, weak exiguity test, vector error correction, and causality test in vector error correction model and the like are conducted. The empirical result from the growth equation shows that aid has a significant positive impact on educational sector GDP in the long run. On the other hand, foreign aid has positive but insignificant impact on real GDP, agriculture GDP, and health sector GDP of Ethiopia. Foreign aid is effective in enhancing growth at aggregate level of the economy in general and education sector of the economy of Ethiopia in particular. The test result of the study result reveals that there is a bi-directional causal relationship between educational GDP and educational foreign aid in Ethiopia. However, the agricultural and health sector does not show any bi-directional causality with their respective sector aid. This implies that all aid allocated for sectors is ineffective all in all in achieving its objectives of economic development. Therefore, aid recipient country like Ethiopia has to wor...

Simeon Häfele Does Foreign Aid to the Energy Sector improve Electricity Supply in Developing Countries.

Bachelor Thesis from the year 2016 in the subject Economics - International Economic Relations, grade: 1,0, University of Bayreuth (RW Fakultät), course: Entwicklungsökonomik, language: English, abstract: This bachelor thesis examines whether foreign aid to the energy sector has a significant impact on the development of a country's electricity sector by analysing the impact of aid disbursements to the energy sector on three different sector-specific outcome indicators in a fixed effects model. Besides, as heterogeneity of aid recipients might influence the effect, different regressions are run for low income, lower middle income and upper middle income countries. Results indicate that foreign aid to the energy sector affects electricity output positively and significantly, while not having an impact on generation capacity. The impact on electricity consumption per capita remains unclear. Furthermore, it seems to work more effectively in richer countries. This is robust to a set of sensitivity tests. Thus, the results emphasize the importance of disaggregating aid flows and the use of sector specific outcome variables in order to measure the impact of foreign aid.

Present study focused on evaluating the self reported outcome in hearing impaired adults using a generic and disease specific questionnaire in order to directly probe in to the hearing aid user's problems. The main objective of the study was to assess the hearing related changes and QOL change in persons with hearing impairment after the use of hearing aid for 2 months.Hearing aid is a well accepted device in the aural rehabilitation of the hearing impaired individuals. The need for self reported outcome measures for the hearing aid users is to quantify the hearing aid related benefit and overall improvement in quality of life. It can be clinically implied to use the self reported measure in routine clinical settings to help the clinician in selecting appropriate amplification, monitoring QOL, client satisfaction and thus improving the patient - clinician relationship. Further, it can provide a scientifically defensible way to measure the real-life success of the hearing aid fitting program, satisfaction
