With no exceptions, all federations exercise intergovernmental relations. It is an inherited and inevitable part of a federal system. We are living in the world where 40 percent of states are under federal systems. Some Federations develop intergovernmental relations by the constitution that establishes federal system. Some expand it through legislation. Other establish and rely on independent institutions that manage different orders of government relations. Ethiopia, a multi-ethnic and multilingual state is a federal state structure since 1995 in order to accommodate diversity which is the manifestation not only of Ethiopia but also eastern parts of Africa. Self-rule and shared rule as one principle of a federal system became the only option to protect Ethiopia from disintegration and never ending war. It transformed Ethiopia from dead end to a new beginning.However,as far as the issue of intergovernmental relations is concerned neither the constitution nor the institutions that exist deal with how should the relationship look like. This leads the federal government and its institution to dominate state government and institution that brings centralized federalism in Ethiopia.

Somalia was one of the first states to crumble in the Post-cold War world of political disintegration. The complete collapse of the Somali state following Siad Barre's overthrow in 1991, created a vacuum of legitimate institutions that was responsible to administer the country. Political scientists have long classified systems of government as parliamentary or presidential, two-party or multiparty, and so on. But such distinctions often fail to provide useful insights. For example, how are we to compare the United States, a presidential bicameral regime with two weak parties, to Denmark, a parliamentary unicameral regime with many strong parties? Veto Players advances an important, new understanding of how governments are structured. The real distinctions between political systems, contends George Tsebelis, are to be found in the extent to which they afford political actors veto power over policy choices. Drawing richly on game theory, he develops a scheme by which governments can thus be classified. He shows why an increase in the number of "veto players," or an increase in their ideological distance from each other, increases policy stability, impeding significant departures from the status quo. Policy stability affects a series of other key characteristics of polities, argues the author. For example, it leads to high judicial and bureaucratic independence, as well as high government instability (in parliamentary systems). Despite efforts made by various stakeholders to reduce the massacre on Ethiopian roads, road traffic accidents have been a serious health development issue in the country. The essay used data on road traffic accidents in Ethiopia for the period 2006 -2015. Data were obtained from Federal Police Commission and Federal Road Authority and analyzed using descriptive statistics. The study found that at national level, on average road traffic injuries are increasing from year to year where Oromia regional state is the major contributor of total fatalities occurred in the past decade. On the other hand, Addis Ababa city administration is found as a major contributor of serious and slight injuries as well as property damages. The study showed that alike any developing countries, pedestrians and passengers are found to be the most vulnerable and hardest hit segment of road users. The finding also showed that male road users who are in their productive age group are disproportionately affected by road traffic injuries. Human errors (mainly drivers' behavior and actions) are found as the major cause of road traffic accident in Ethiopia. Jargalan Tumurchudur Regional Integration in Northeast Asia - Assessing Conditions

Northeast Asia, which consists of Japan, the Koreas, Mongolia, China and Russia, is the least integrated region in the world. However, there is a lot of speculation that current turbulent circumstances are spurring greater cooperation and integration in this divided region. China's emergence as the major economic power and global player in world politics is the main significant motor that is changing the status quo. The study argues that the region has become more prone to regional integration now and aims to analyze the background conditions for regional integration present. The theory of neofunctionalsim is used to identify the basic conditions for regional integration and, in relation to it, the factors that were hindering the regional projects previously would be looked at. I contend that the obstacles impeding regional integration have become fewer, while motives for integration increased, thus fueling the talks about the breakthrough in regionalism in Northeast Asia. Nevertheless, there is still not enough political and elite will among the countries to initiate closer regional ties, which consitute the main hindrance for regional integration for now.

Master's Thesis from the year 2012 in the subject Cultural Studies - European Studies, grade: none, Lund University, language: English, abstract: "Europe" is together with "the nation" and "state" one of the basic concepts around which national political debates are organised as Waever and Hansen put it. Within these debates, the term Europe takes different (often oppositional) meanings and nuances, depending on the ideological background and interests of the parties involved. The aim of this thesis is to look at how images of nation and EU are put forward on various political declarations of the two largest parties in Albania, Democratic Party and Socialist Party. Based on Fairclough's Critical Discourse Analysis, I analyse how these two parties define and negotiate the Albanian-EU relations from a national identity angle. I conclude that there is a European hegemonic discourse emerging in Albania and that relations between the country and EU are represented through metaphors of family and journey. Another conclusion deriving from the analysis is the interchangeable use of the words EU and Europe, where the economic and political union is equated with the historical and geographical name of the continent.

This study, based on the author's doctoral dissertation at UCLA, examines Yugoslav economic policy from 1918 to 1929, how it was made, and how it was affected by political developments of the time. It studies the activities of Yugoslavia's regional political and business elites, political groups, and corporations, their reactions to Yugoslav economic policy and their efforts to influence it. Landslide is one of the most hazardous natural disasters in the Himalaya region causing hundreds of deaths in Nepal every year. In this study, a slope stability analysis on a regional scale is presented for an area of 347 sq. km. of Dhading district, Nepal. A physically based slope stability model coupled to a simplified groundwater flow model is used to estimate soil wetness index, and factor of safety maps are produced for three steady state scenarios (completely dry, half-saturated, and completely saturated soils) and one quasi-dynamic scenario (soil wetness resulting from extreme daily rainfall events with return periods of 25 years) with both methods based on infiltration and contributing area. These maps can be of great help to engineers and planners for choosing suitable locations to implement developments and can be used as basic data to assist slope management and land-use planning. The present results also provide useful information for possible improvements in disaster management activities.

Graft and corruption continuously challenges social scientists as a phenomenon that seems invincible although proven to plague societies since government, as a social institution, was invented. It needs to be researched on and the results taught to future citizens. The task is daunting but also very challenging, indeed, to resist; thus, this research was conducted to confirm what the determinants of political corruption are and design a syllabus for teaching. The analysis yielded the following factors as related to political corruption. The (1) economic determinants were: level of development, economic growth, income, economic freedom, globalization, resources, trade openness and foreign direct investment; (2) political development were: federal form, democracy, press freedom, legal system, political participation, political competition and political stability; (3) social determinants: history, education, ethnicity and religion; and, (4) organizational determinants: democratic institutions, decentralization and government expenditure. Using the above as conceptual framework, a syllabus for teaching was designed. Hopefully, schools will adopt this book for political pedagogy.

It is being increasingly recognized, both on theoretical and empirical grounds, and experiences of the developing countries shows that at least in the initial stages of economic development, considerable regional imbalances in development arises. Reservation have, however, been expressed about the need to take deliberate policy measures to remove these increasing regional disparities in the levels of living. Regional disparity exists in agricultural development in Assam, North East India. Because bank failures threaten the financial stability of an economy as well as spread economic uncertainty generally, banking crises are of great concern to policymakers. When Systems Create Crises discusses the role political institutions play in creating banking crises. Through the presentation of four case studies covering banking crises in the United States and Japan from the 1920s to the 1990s, Øren argues that similar institutional developments are present in each case. To this end, understanding factors affecting adoption of improved cookstoves plays a key role. The purpose of this study was to identify factors that affect households 'Mirt' stove adoption decision in rural kebeles of Dembecha Woreda, Amhara Regional State of Ethiopia, by using mixed research methods. A survey was conducted with a structured questionnaire for 210 households that were systematically selected from three rural kebeles which were selected purposively. Semi-structure interviews and focus group discussions were also held with a total of 9 key informants. Data from questionnaires were analyzed by using descriptive statistics and binary logistic regression and data from interviews and the focus group discussions were analyzed through intensive textual analysis. The research answered questions such as "does human capital contribute to economic growth of Ethiopia?" with major objective to analyze the short run and long run effect of human capital on economic growth of Ethiopia over 1971 to 2013 using both ordinary least square (OLS) econometric and descriptive methods of data analysis. The data used for the research is secondary time series data collected by the National Bank of Ethiopia over the years 1971 to 2013. Nominal GDP is used as dependent and proxy variable for Economic growth while independent variables are physical capital, active labor force, terms of trade for measure of openness, government expenditure and human capital in the form of expenditure on health and education. Accordingly, the empirical finding shows that human capital in the form of education and health investment has consistent and significant long run effect on economic growth of Ethiopia at 5% level of significance. Keeping the other variables constant, 1% change (increase/decrease) in expenditure in human capital will change (increase/decrease) nominal output by 0.23%. The main question of this thesis is whether or not the political success of the American conservative movement is reflected by changes in the political views of the American population between 1972 and 2004. The thesis measures the strength of conservatism in the political views of Americans over time at the national and regional levels. It also measures whether or not the relative strength of the defining elements of conservatism varies over time and between regions. American conservatism is first theoretically defined as consisting of five elements. The elements are then operationalised and factor analyzed using data from the American National Election Studies, in order to uncover both the variations in the strength of conservatism and the differences in the relative importance of each of the elements in explaining conservatism. The thesis may contribute to the discussion of what constitutes American conservatism and whether and how it can be measured quantitatively. It should be useful to students and professionals of Political Science and Political History, but should also be of use to those who take a general interest in American politics and American political history.

As a result, their broader economic impact has so far been limited. The Southern Africa Development Community (SADC) stock markets with the exception of South Africa are small, both in terms of the number of listed companies and market capitalisation, and they display considerable illiquidity. In general, the SADC region has shallow and underdeveloped financial markets. Their development has been hampered by a number of factors which include; political and economic uncertainty, fiscal dominance, weak judicial institutions, limited investment opportunities in the private sector, technological constraints, and the shortage of skilled personnel with expertise in banking and finance. It is contended that all these problems could be eased through regional financial integration. The integration of African stock markets and the introduction of regional stock exchanges will promote cross-border listings and thus stimulate increased liquidity across markets.
