It specifically analyzes whether and how in practice the High Office of Oversight and Anti-Corruption (HOO) - as an anti-corruption tool - succeed or does not succeed to mitigate corruption in Afghanistan. The paper explores the HOO's operational structure, various dimensions of its anti-corruption approach as well it identifies some major designing and implementation flaws. The paper also aims to draw on some successful lessons learned from the anti-corruption commission in Indonesia and how Afghanistan could learn from it to foster the effectiveness of its anti-corruption campaign.The findings of this study could be of importance to a broad range of stakeholders. In addition to the Afghan State, the outcome of this study could also be of particular interest for anti-corruption policy makers and donor institutions in their efforts to formulate effective anti-corruption strategies and reforms in other countries.

There is growing consensus that the underlying cause for Africa's underdevelopment is a crisis of governance (Wanyama, 2002: 2), rather than the colonial heritage. Also for Kenya a lack of good governance is seen as one of the major causes of the slow pace of human development or even its decline, as in the 1980s and 1990s (UNDP, 2003: XIII). Corruption is most unwanted in the society especially by those not involved, but it is blamed by those who practice it, just to divert attention. Important to note is that corruption is as old as the government, total elimination is impossible, but it should be barred to reach serious levels. This study seeks to empirically investigate the nature of corruption in Zimbabwe. The study uses a questionnaire approach to explore various dimensions of existing corruption and its impact on the society. A total of 835 participants countrywide correctly completed the questionnaire and electronically submitted. Included in this total are questionnaires that were hand distributed. The study utilises the weighted average approach to design various indices for policy derivation. On a scale of 1-10, the corruption index intensity was found to be 6.8 indicating serious levels of corruption in the economy. With reportedly over USD100 billion lost annually through graft and illicit practices, combatting corruption in Africa has been challenging. However, laws and policies at the continental, regional and national levels have been promulgated and enacted by African leaders. These initiatives have included the establishment of anti-corruption agencies mandated to tackle graft at national level, as well as coordinate bodies at regional and continental levels to ensure the harmonisation of normative standards and the adoption of best practices in the fight against corruption. Yet, given the disparity between the apparent impunity enjoyed by public servants and the anti-corruption rhetoric of governments in the region, the effectiveness of these agencies is viewed with scepticism. This continent-wide study of anti-corruption agencies aims to gauge their relevance and effectiveness by assessing their independence, mandate, available resources, national ownership, capacities and strategic positioning.These surveys include evidence-based recommendations calling for stronger, more relevant and effective institutions that are directly aligned to regional and continental anti-corruption frameworks, such as the African Union Convention on Preventing and Combatting Corruption (AUCPCC), which the ten countries in this current report – Angola, Botswana, DRC, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Zambia and Zimbabwe – have all ratified.

If external growth is chosen, alliances and acquisitions are typically considered alternative governance structures that involve cooperative efforts on the inter-organizational level. Despite this similarity, each of the two governance types has its own strengths and weaknesses: alliances are based on contracts and offer the firm a substantial level of flexibility while acquisitions are ownership-based and imply a higher degree of commitment but also control. In the course of the governance decision, tradeoffs have to be made between flexibility and control. The challenge managers have to decide, which of the two governance modes suits a specific situation best and will achieve superior results for the company. Prior research shows that a company's history in inter-organizational governance influences its future governance choices. Firms that have cooperated in an alliance in the past make different governance choices than firms who lack this experience. The aim of the project was to investigate the potential of utilizing sorghum and cassava to make gluten-free bread(i.e. bread from non-wheat flours) and composite bread (i.e. bread from wheat and non-wheat flours). Bread was selected as the vehicle to promote these crops because it is a ubiquitous food product thatis eaten across all social classes, is culturally accepted across the country and is convenient to handle,store and consume. The Republic of Georgia remains characterized by an unstable socio-political economy and by gross levels of economic inequality, corruption, ineffective policing, a weak judiciary, and a limited free and independent press. Currently, sixty-five percent of the population continue to live under the poverty level thus facilitating participation in crime and corruption to survive economically. Following initial independence from the Soviet Union separatist and nationalistic movements, resulting in the secession of several regions and the creation of hundreds of thousands of internally displaced Georgians. Georgia's post-soviet history included violent political purges, including inter-political party violence, bomb attacks, and murders. Official corruption remains problematic and includes individuals at all levels of government. This exploratory narrative analysis of media coverage of crime, corruption, and politics in post-Soviet Georgia illuminates the early development of a free press while reflecting Georgian attitudes about politics and corruption. The analysis includes preelection newspaper coverage of the November 2003 parliamentary poll beginning in late August 2003, the Rose Revolution in November 2003, resulting in the resignation of President Eduard Shevardnadze, and the socio-economic and socio-political events preceding and following the election of new President Mikhail Saakashvili from January 2004 through the end of March 2004.

The thesis initially seeks to examine the nexus between foreign aid and corruption in Cambodia since 1993, the time when a huge influx of foreign aid injected into the country following the withdrawal of UNTAC, then explores if the correlation of the two encourages the propensity of civil war, and ultimately analyzes if the onset of civil war is attainable in the case that the propensity of civil war is feasible. Drawing from the analysis, the thesis concludes that "Foreign aid, particularly loans, indirectly instigates civil war by partly generating corruption, particularly political corruption, because corruption makes aid ineffective in contributing to economic growth and poverty reduction, while encourages huge economic inequality and chronic poverty, which makes Cambodia more vulnerable and prone to civil war". In recent years, the governance of the health system has become a key issue of discussion for international organisations such as the WHO, the WB, UNDP, USAID and the EC. Furthermore, they state that spending on health would not alone achieve the intended results in health without addressing governance. The study aims to recommend specific strategies to strengthen governance of the DHA in Bihar. In doing so, it first identifies and critically analyses the causes of poor governance. Moreover, it reviews theories and documented effective examples of strengthening governance in the district level health systems in low and middle income countries. The study finally analyses various strategies for strengthening governance and outlines appropriate governance for the DHA. To undertake this study, a framework developed by Brinkerhoff et al. (2008) is used, which covers leadership and management capacity, accountability, community participation and transparency in decision making. The methodology primarily involves reviewing secondary data; however, a number of health and development professionals were contacted to obtain a number of practical experiences.
