This book analyses the impact of the Western idea of 'modernity' on development and underdevelopment in Africa. It traces the genealogy of the Western idea of modernity from European Enlightenment concepts of the universal nature of human history and development, and shows how this idea was used to justify the Western exploitation and oppression of Africa. It argues that contemporary development, theory and practice is a continuation of the Enlightenment project and that Africa can only achieve real development by rejecting Western modernity and inventing its own forms of modernity. The book is divided into four sections. The first section provides an outline of the theory of modernity in the Enlightenment project. In the second section, an attempt is made to trace the genealogy of the idea of development as modernity and how the African development process gets entangled with it. Here, its evolution is mapped through three periods: early modernity, capitalist modernity and late modernity. Zeroing in on the current era of late or hypermodernity, the book contests the idea that there is something new in globalisation and its neo-liberal development paradigm. The third section turns to the complex but pertinent question of how, at the beginning of the twenty-first century, Africa can transcend the impasse of modernity. The fourth and final section sums up the argument and points the way forward.

The structural landscape of violence in South Africa, formed during years of colonialism and cemented during apartheid, has had pervasive, deep institutional and psycho-cultural effects, which still reverberate in the macro political economy of South Africa today. The three key findings presented in this report are as follows: 1. There is a lack of clarity and agreement (pact) about a development model and the role of higher education in development, at both national and institutional levels. There is, however, an increasing awareness, particularly at government level, of the importance of universities in the global context of the knowledge economy. 2. Research production at the eight African universities is not strong enough to enable them to build on their traditional undergraduate teaching roles and make a sustained contribution to development via new knowledge production. A number of universities have manageable student-staff ratios and adequately qualifi ed staff, but inadequate funds for staff to engage in research. In addition, the incentive regimes do not support knowledge production. 3. In none of the countries in the sample is there a coordinated effort between government, external stakeholders and the university to systematically strengthen the contribution that the university can make to development. The book is premised on the assertion that institutions and processes of governance are fundamental to Africa’s transformation in the twenty-first century. After decades of political independence and myriads of development experimentations in most of Africa, there are still 388 million people in extreme poverty and approximately 239 million chronically undernourished in the continent. The book provides a critical overview of the various approaches to development and the many fads of public sector reform in the developing world. The discussion also lays out an analytical framework drawn extensively from the literature on administrative and institutional capacity to advance what the authors refer to as strategic development management. In particular, the discussion proposes models of innovative participatory governance for leveraging developing countries’ natural and human resource potentials for economic and social development. Using Sierra Leone, a post-confclit country, as an illustrative case study, the book examines the nature, challenges, and prospects of the institutions and processes of development policy governance in developing countries.

Development has been on Africaís agenda for a long time but progress has been both varied and limited, partly due to the diverse levelsof the discussions ont he challenges and the interventions for tackling them. Africaís greatest challenge is the uneven development within and between its countries, and the pressing issues of extreme poverty in southern Africa, and the continent as a whole. Poverty causes its victims to suffer social exclusion and political repression. In addition, societies that experience poverty are also mostly under continuous threat of ecological disasters and diseases. All poor people are therefore plagued by loss of freedom and dignity, and are often unable to participate effectively in the political, economic, legal and social processes of their countries. This book focuses on the social and cultural dimensions of development dynamics and, in particular, the role of values in shaping development. Values are at the core of the hopes and aspirations of individuals, communities and societies.
