All countries aim to improve housing conditions for their citizens but many have been forced by the financial crisis to reduce government expenditure. Social housing is at the crux of this tension. Policy-makers, practitioners and academics want to know how other systems work and are looking for something written in clear English, where there is a depth of understanding of the literature in other languages and direct contributions from country experts across the continent. Social Housing in Europe combines a comparative overview of European social housing written by scholars with in-depth chapters written by international housing experts. The countries covered include Austria, Denmark, England, France, Germany, Hungary, Ireland, The Netherlands and Sweden, with a further chapter devoted to CEE countries other than Hungary. The book provides an up-to-date international comparison of social housing policy and practice. It offers an analysis of how the social housing system currently works in each country, supported by relevant statistics. It identifies European trends in the sector, and opportunities for innovation and improvement. These country-specific chapters are accompanied by topical thematic chapters dealing with subjects such as the role of social housing in urban regeneration, the privatisation of social housing, financing models, and the impact of European Union state aid regulations on the definitions and financing of social housing.

Michael White Challenges of the Housing Economy. An International Perspective

This timely book addresses key challenges faced by policy makers and the house-building industry in a post-credit crunch world. It examines the implications for households, the housing market, the economy, as well as for government's policy choices. Challenges of the Housing Economy: an international perspective brings together experts from around the world to examine recent housing market trends. The contributions reveal common long-term trends in housing markets worldwide. Despite differences in supply conditions and the role of planning, there is a trend toward rising house prices that has created significant barriers to home ownership for young households while increasing the wealth of older generations. The financial crisis had a differential impact on housing markets but in many countries where mortgage finance became severely constrained, house prices fell and there was a dramatic fall in housing construction. The falls in house prices in these countries have ostensibly improved affordability but the housing markets have been dominated by the lowering of loan to values applicable to new mortgages which has further raised the hurdles to potential first-time purchasers. At the same time as young households are increasingly rationed out of owner-occupation, public sector expenditure cut-backs in many countries result in limited new social housing. Instead, value for money imperatives will mean new funding models for affordable housing that require greater use of public-private partnerships. The private rented sector could potentially meet the demand for the new generation of long-term renters. However, there are doubts – in the UK at least – that this sector will be able to expand significantly or provide an appropriate type and standard of housing. This is an essential advanced text for students and researchers of land economy and land management; property and real estate; housing policy; and urban studies.

The only book to combine emergency management principLEs with proven military concepts Good disaster plans do not guarantee a good response. Any disaster plan rarely survives the first rain bands of a hurricane or the first tremors of an earthquake. While developing plans is essential, there must be systems in place to adapt these plans to the ever-changing operational environment of a disaster. Currently there is no set of standard disaster response principles to guide a community. The National Incident Management System (NIMS) and the Incident Command System (ICS) provide the framework to implement operational decisions, but they were never designed as operational concepts. The military has developed just such concepts and many of them can be adapted for civilian use. Disaster Operations and Decision Making adapts those military concepts and combines them with disaster lessons learned to create a new opera-tional paradigm. Emphasizing team building, Emergency Operations Center operational systems, and situational awareness, the book details easily adopted methods. All of these methods are designed to be incorporated into the NIMS and ICS framework to enhance a community's response to any type of disaster. Disaster Operations and Decision Making is an essential resource for emergency managers, fire chiefs, law enforcement officers, homeland security professionals, public health officials, and anyone else involved or interested in crisis management.

(This edition includes a limited number of illustrations.)From celebrated military historian Richard Holmes, bestselling author of ‘Tommy’ and ‘Redcoat’, the rich history of the British soldier in India from Clive to the end of empire.‘Sahib’ is a broad and sweeping military history of the British soldier in India, but its focus, like that of Tommy and Redcoat before it, will be on the men who served in India and the women who followed them across that vast and dusty continent, bore their children, and, all too often, mopped their brows as they died. The book begins with the remarkable story of India's rise from commercial enclave to great Empire, from Clive’s victory of Plassey, through the imperial wars of the 18th-century and the Afghan and Sikh Wars of the 1840s, through the bloody turmoil of the Mutiny, and the frontier campaigns at the century’s end. With its focus on the experience of ordinary soldiers, ‘Sahib’ explains to us why soldiers of the Raj had joined the army, how they got to India and what they made of it when they arrived. The book examines Indian soldiering in peace and war, from Kipling’s ‘snoring barrack room’ to storming parties assaulting mighty fortresses, cavalry swirling across open plains, and khaki columns inching their way between louring hills. Making full use of extensive and often neglected archive material in the India Office Library and National Army Museum, ‘Sahib’ will do for the British soldier in India – whether serving a local ruler, forming part of the Indian army, or soldiering with a British regiment – what ‘Tommy’ has done for the ordinary soldier in World War I.

A global look at the reasons behind the recent economic collapse, and the responses to it The speculative bubble in the housing market began to burst in the United States in 2007, and has been followed by ruptures in virtually every asset market in almost every country in the world. Each country proposed a range of policy initiatives to deal with its crisis. Policies that focused upon stabilizing the housing market formed the cornerstone of many of these proposals. This internationally focused book evaluates the genesis of the housing market bubble, the global viral contagion of the crisis, and the policy initiatives undertaken in some of the major economies of the world to counteract its disastrous affects. Unlike other books on the global crisis, this guide deals with the housing sector in addition to the financial sector of individual economies. Countries in many parts of the world were players in either the financial bubble or the housing bubble, or both, but the degree of impact, outcome, and responses varied widely. This is an appropriate time to pull together the lessons from these various experiences. Reveals the housing crisis in the United States as the core of the meltdown Describes the evolution of housing markets and policies in the run-up to the crisis, their impacts, and the responses in European and Asian countries Compares experiences and linkages across countries and points to policy implications and research lessons drawn from these experiences Filled with the insights of well-known contributors with strong contacts in practice and academia, this timely guide discusses the history and evolution of the recent crisis as local to each contributor's part of the world, and examines its distinctive and common features with that of the U.S., the trajectory of its evolution, and the similarities and differences in policy response.

Disasters threaten all parts of the world and they appear to be increasing in frequency, scale and intensity. Despite huge improvements in the emergency response, permanent reconstruction is often uncoordinated, inefficiently managed and slow to begin. International agencies are geared to an efficient response in terms of humanitarian relief, but they are not well versed in the requirements of long-term reconstruction, which is often constrained by lack of planning and poorly coordinated management. The construction industry is typically engaged in a range of critical activities after a disaster, including provision of temporary shelter in the immediate aftermath and restoration of permanent shelter and public infrastructure once the immediate humanitarian needs have been attended to. Post-Disaster Reconstruction of the Built Environment identifies the challenges that face the industry and highlights best practice to enable the construction industry to address those problems which make an effective response to these unexpected events difficult. Written by an international team of experts, this book will help researchers and advanced students of construction understand the problems faced by communities and the construction industry when faced with a natural or man-made disaster, and identify the planning and management processes required by the industry to mount an effective response.

This survey traces his entire career to date, showing clearly why he is one of the world's most innovative and significant architects. Unlike many of his peers, Ban can create remarkable residences and still find time to design emergency relief housing for disaster areas from Kobe to New Orleans. His major completed works include the Furniture House at Lake Yamanaka, Japan, the Curtain Wall House in Tokyo, the Naked House in Kawagoe, Japan, the Japanese Pavilion at Hannover Expo 2000, the mobile Nomadic Museum, and his most recent masterpiece, the Centre Pompidou-Metz in France.

Here is a book that takes the sting out of learning object-oriented design patterns! Using vignettes from the fictional world of Harry Potter, author Avinash C. Kak provides a refreshing alternative to the typically abstract and dry object-oriented design literature. Designing with Objects is unique. It explains design patterns using the short-story medium instead of sterile examples. It is the third volume in a trilogy by Avinash C. Kak, following Programming with Objects (Wiley, 2003) and Scripting with Objects (Wiley, 2008). Designing with Objects confronts how difficult it is for students to learn complex patterns based on conventional scenarios that they may not be able to relate to. In contrast, it shows that stories from the fictional world of Harry Potter provide highly relatable and engaging models. After explaining core notions in a pattern and its typical use in real-world applications, each chapter shows how a pattern can be mapped to a Harry Potter story. The next step is an explanation of the pattern through its Java implementation. The following patterns appear in three sections: Abstract Factory, Builder, Factory Method, Prototype, and Singleton; Adapter, Bridge, Composite, Decorator, Facade, Flyweight, and Proxy; and the Chain of Responsibility, Command, Interpreter, Iterator, Mediator, Memento, Observer, State, Strategy, Template Method, and Visitor. For readers’ use, Java code for each pattern is included in the book’s companion website. All code examples in the book are available for download on a companion website with resources for readers and instructors. A refreshing alternative to the abstract and dry explanations of the object-oriented design patterns in much of the existing literature on the subject. In 24 chapters, Designing with Objects explains well-known design patterns by relating them to stories from the fictional Harry Potter series

The present study analyzes the stability of the demand for money function in India over the period 1991:M4–2014:M9 using co-integration and Vector Error Correction Mechanism (VECM ) framework. From analysis, it has been observed that there exists a stable demand for money function in India during the post-reforms period, i. e. a long-run relationship does exist between demand for real balances, national output (Yt ), rate of interest (Rt) and exchange rate (ERt). Two variables Yt and ERt have been observed to be affecting demand for real balances positively, while the observed effect of M2 is negative. Thus, the signs and magnitudes of all three regressors have been observed according to a-priori information without any paradoxical situation.

The movement away from traditional rented approaches to meeting the housing needs of those on modest incomes has taken on new momentum in the latest economic cycle. This book answers some of the questions around affordable housing and low cost home ownership, and whether these intermediate tenures have the potential to play a longer term role in achieving sustainable housing markets. The editors clarify the principles on which the development of affordable housing and intermediate tenures has been based; analyse the policy instruments used to implement these ideas; and make a preliminary assessment of their longer tem value to households and governments alike. Making Housing More Affordable: the role of intermediate tenures brings together an evidence base for researchers and policy makers as they assess past experience and work to understand future options. The book draws mainly on experience of the intermediate housing market in England but also on examples of policies that have been implemented across the world. It clarifies both the challenges and the achievements of governments in providing a well operating intermediate market that can help meet the fundamental goal of ‘a decent home for every household at a price within their means’. The first section outlines the principles and practice of intermediate housing and examines the instruments and mechanisms by which it has been provided internationally. The next section estimates who might benefit from being in intermediate housing and projects the take-up of different products in the future. Section III examines the supply side and Section IV introduces some case studies of who gets what. The final section looks at how effectively the intermediate market operates over the economic cycle.

“Longer lifespans and the needs of the oldest old are challenging the senior living industry to find bold and compassionate solutions to combine programs and services with housing. Victor Regnier's latest research provides a thoughtful and insightful roadmap that arrays new ways of thinking from small-scale settings to community based options. International case studies offer possible solutions with the best thinking from around the globe…all with Vic's unique perspective of extracting themes and concepts that are broadly applicable and essential to addressing the needs of those that live on life's fragile edge.” —David Hoglund, FAIA “Supporting the independence of the oldest-old is a tough problem Victor Regnier addresses in his latest book on aging and housing. Like previous work, Victor relies on the best practices of northern Europeans to outline a three-prong approach. First, providing extremely comprehensive home care services in an «apartment for life» setting. Second, reforming the conventional nursing home by exploring small group style accommodations. Third, combining new technology with community based services to age in place. Case studies document the experiences of others in making these programs work here and abroad. The magnitude of the 90+ and 100+ population increases in the next 50 years make it clear how important it is to address this concern today.” —Edward Steinfeld Darch “The movement of health care from the institution to the home is a theme that Regnier identifies as one of the most important lessons in rethinking the issue of how to support the ever growing and increasingly aged older population here and abroad. He examines simple but profound approaches we can take in making long-term care a more humane proposition. Familiar themes like humanizing technology and optimizing the impact of the natural environment are brought together with clear policy thinking about what we need to do. The timing is good because the impact of this growing segment of society will have major repercussions on health care for the next 50-70 years.” —Stephan Verderber, Ph.D. A comprehensive guide to designing housing for the world’s aging population The dilemma of helping older people maintain their independence through better housing with services is growing. This book presents innovative solutions for those who create and provide housing for the world’s increasingly longer-living population. By focusing on three specific housing and service arrangements, it offers alternatives that provide greater freedom of choice than the current living arrangements that exist today. It presents selected examples of housing and service solutions from the US, Sweden, Denmark and the Netherlands to stimulate thinking about the possibilities of community-based service models. Housing Design for an Increasingly Older Population looks at a trio of options for housing the “oldest-old:” the Dutch Apartment/Condo for Life Model (AFL); decentralized Small/Green Houses; and the provision of enhanced personal and health care for people who want to stay in their own home. It offers unique and eye-opening chapters covering: what older people want; what age changes affect independence; demographics and living arrangements; how long-term care is defined; concepts and objectives for housing the frail; care giving and management practices that avoid an institutional lifestyle; innovative case studies; programs that encourage staying at home with service assistance; therapeutic use of outdoor spaces; how technology will help people stay independent; and more. An updated and revised look at the truth behind America's housing and mortgage bubbles In the summer of 2007, the subprime empire that Wall Street had built all came crashing down. On average, fifty lenders a month were going bust-and the people responsible for the crisis included not just unregulated loan brokers and con artists, but also investment bankers and home loan institutions traditionally perceived as completely trustworthy. Chain of Blame chronicles this incredible disaster, with a specific focus on the players who participated in such a fundamentally flawed fiasco. In it, authors Paul Muolo and Mathew Padilla reveal the truth behind how this crisis occurred, including what individuals and institutions were doing during this critical time, and who is ultimately responsible for what happened. Discusses the latest revelations in the housing and mortgage crisis, including the SEC's charging of Angelo Mozilo Two well-regarded financial journalists familiar with the events that have taken place chronicle the crisis in detail, showing what happened as well as what lies ahead Discusses how the world's largest investment banks, homeowners, lenders, credit rating agencies, underwriters, and investors all became entangled in the subprime mess Intriguing and informative, Chain of Blame is a compelling story of greed and avarice, one in which many are responsible, but few are willing to admit their mistakes.

Across the world, the housing crisis is escalating. Mass migration to cities has led to rapid urbanisation on an unprecedented scale, while the withdrawal of public funding from social housing provision in Western countries, and widening income inequality, have further compounded the situation. In prosperous US and European cities, middle- and low-income residents are being pushed out of housing markets increasingly dominated by luxury investors. The average London tenant, for example, now pays an unaffordable 49 per cent of his or her pre-tax income in rent. Parts of the developing world and areas of forced migration are experiencing insufficient affordable housing stock coupled with rapidly shifting ways of life. In response to this context, forward-thinking architects are taking the lead with a collaborative approach. By partnering with allied fields, working with residents, developing new forms of housing, and leveraging new funding systems and policies, they are providing strategic leadership for what many consider to be our cities’ most pressing crisis. Amidst growing economic and health disparities, this issue of AD asks how housing projects, and the design processes behind them, might be interventions towards greater social equity, and how collaborative work in housing might reposition the architectural profession at large.
