Sets forth practices to ensure security and foster international trade Written with an international perspective, this book analyzes the complex set of factors affecting the security of port and maritime operations, including shipping, politics, economics, crime, and terrorism. Author Michael Edgerton critiques current approaches to maritime and port security based on his more than twenty-five years of experience in the field. He not only points out vulnerabilities in today's practices, but also provides a set of proven and tested recommendations that recognize the role and interests of both government and the private sector in enhancing security while ensuring the flow of international trade. Readers may be surprised to learn that, with greater efficiency, they can actually improve security while reducing the cost of security at the same time. Using real-world case studies to support its analyses and recommendations, A Practitioner's Guide to Effective Maritime and Port Security: Reviews the core components of the international maritime operating environment Assesses the potential threats to ports in the maritime environment Examines approaches to maritime port security in the United States, European Union, and around the world Presents principles for effective, risk-based maritime and port security At the end of the book, two appendices provide a framework for conducting security risk assessments and threat assessments. There's also a third appendix to help organizations assess their «risk appetite.» Recommended for students and professionals responsible for the safety and security of ports and maritime trade, this book reframes port and maritime security as a key component of a multidisciplinary system in which secure and efficient trade is the objective.

The Indian Ocean region, particularly the East African region does not have its own maritime policy or strategy, despite the acknowledged importance of this component of any national or regional economy. Given the unique needs of its populace, priorities and requirements of the various states, the East African part of the Indian Ocean therefore needs to develop a maritime strategy to promote economic development for its people through improved maritime security, leading to improved global competitiveness for its goods and services. To achieve the desired peace and a stable environment, cooperation and adoption of a holistic maritime legislation is mandatory which, in turn, would strengthen the maritime institutions which are crucial for a maritime strategy. This combination of strengthened and coherent legislation, institutions and cooperation would enhance the policing of, and prosecution for, illegal acts, eg piracy, terrorism, trafficking and the dumping of waste materials; it would better regulate the fishing industry; ensure pollution will be policed; countering of smuggling and illicit...

The process of accession for new countries has always fascinated me, since my country joined the European Union at one of its latest enlargements. The possibility of Turkey's accession to the European Union brings new and exciting developments, since this country is culturally different from all other members of the European Union. In my work I decided to compare several countries and to see how they are progressing in fulfilling one of the most important accession requirements - protection of human rights.

This book is a selection of the author's comments on this process written in the past fifteen years. All the chapters are dealing with the relationship between the infrastructure network and the economic development of the area covered. Although the EU is growing ever closer as a single economic entity, the difference in wealth and economic power among its member nations - from Germany and France to Romania and Bulgaria - is still enormous. This is despite the European Union's continuous efforts to reduce welfare differences between its member states since its foundation in 1958: The long-term objective of the EU is a convergence of income and GDP per capita levels within the entire Union. This policy is known as European cohesion policy, which nowadays accounts for more than one third of the EU's total budget. The vast financial importance of the cohesion policy naturally begs two questions: Are structural funds effective in promoting economic growth? And if so, do they promote income and welfare convergence within the EU? Yet most studies so far have merely yielded fragmented results, as they only focus on single EU member states, or consist of data for short time periods. In contrast, this study captures long-term effects of structural funds in the recent past and delivers accurate and meaningful empirical results. It focuses on data for the European Regional Development Fund since this is the most important item of cohesion policy which financially supports projects that aim to foster convergence directly. In this book:- European cohesion policy; - structural funds; - European Regional Development Fund; - economic convergence; - Solow-Model; - growth theory

Their descendants who comprise the second and third generation Muslims, born and raised in Europe now constitute a sizeable population. The contributors to this volume assess the impact of this historical development on gender relations in the new and old EU member states. Instead of focusing on either western or eastern Europe, this book investigates the similarities and differences in diverse parts of Europe. Although initially limited, gender equality was part of the original framework of the European Union, an organization often more open than national governments to feminist demands, as this volume illustrates with case studies from eastern and western Europe. The enlargement process thus provides some important policy instruments for increasing equality between men and women.Silke Roth obtained her Ph.D. in sociology from the University of Connecticut. With the current situation in the European Monetary Union in mind, a Monetary Union in other parts of the world seems highly inadvisable. Nevertheless, Africa has some of the oldest Monetary arrangements in the world, dating back to the beginning of the 19th century. Is Africa particularly qualified for a Monetary Union? And furthermore, what features are necessary to make Monetary Arrangements between countries endurable? This study evaluates the prospects and the feasibility of a monetary union in the Southern African Development Community (SADC) from an economic point of view. Both the theory of optimum currency areas and the recent example of the European Monetary Union are employed to analyze the pros and cons of monetary unification. The theoretical implications are operationalized, first, by a broad analysis of economic and socio graphic data, and second, by estimating the degree of structural shock synchronization between SADC countries. Results obtained by an Autoregressive and Vector Autoregressive model indicate that a monetary union which includes all SADC members is neither desirable nor feasible in the foreseeable future. However, the study concludes that a small subset of countries, including South Africa, Namibia, Swaziland, Lesotho, Mozambique, Botswana and Zambia, could gain from forming a smaller monetary union.

After the cold war during the decades of development of democracies the role of sanctions as instruments of international relations has raised significantly. Through the evolution of the Common Foreign and Security Policy of the European Union the use of sanctions has also crystallized. Otherwise it remains always a question whether sanctions are justified? Are they effective? Is the application of sanctions the best way against human rights violation? Or sanctions are accompanied by human rights violation themselves? In my work I am looking for answers for these questions, focusing on the relation of sanctions and human rights. In my paper firstly I introduce the evolution of the Common Foreign and Security Policy of the European Union and the development of EU sanction policy. I outline the legal basis of the sanctions and present the different types of restrictive measures and their relations to the United Nations' principles. Through case studies regarding Belarus, Sudan, Burma and Zimbabwe I present the use of different sanctions in order to ensure the respect of human rights. I also analyse whether these sanctions themselves violate to a certain extent human rights causing harm for the civil population or not. Finally, I give an overview about other soft measures of the European Union concerning the promotion of human rights.

The idea of the integration we live in today was born after World War II. At the outset of the European integration there were only six countries establishing the European Coal and Steel Community and their aim was to maintain peace and prosperity. In order to fulfil this aim, supranational institutions were established. With the development of the European Community more and more power has been delegated to the supranational institutions and therefore from the 1980s articles, studies, books started to be published dealing with the European Community from a democratic point of view. A number of critics were written stating that the integration suffers from a democratic deficit. The question raised in this book is the following: Is there a democratic deficit in the EU? In order to receive an answer, first the term democratic deficit itself is focused on (what is meant by it and how it relates to the European Union) and then the EU Institutions and the Constitutional Treaty of the European Union are concentrated on. This work should especially be useful for anyone who is interested in politics and wants to study the system of the EU more deeply.

The European Union is concerned by ethnic conflicts that are on its borders and can threaten the security of the EU from outside and inside. Examining the cases of South Ossetia, Abkhazia, Nagorno-Karabakh, Transnistria and Cyprus, this research investigates to what extent the European Union is committed to ethnic conflict resolution. Hypothesizing that EU direct involvement in the conflict resolution process is more successful than the mediated efforts and the failure of the European Union to assist territorial entities sharpens the secessionist trends, the theories of third party intervention, credible commitment theory and the costs and benefits theory form the theoretical framework of this research. The review of the literature formed basis to understand the EU policies and tools deployed for the conflict prevention in the cases selected, on which the applied theoretical framework created strong bases to make conclusions. The EU direct involvement in the conflict resolution process is more effective. Rejecting the second hypothesis the argument becomes valid emphasizing that EU assistance, substantial or not, does not affect the conflicting territories' decision to secede.

Masterarbeit aus dem Jahr 2006 im Fachbereich Politik - Internationale Politik - Thema: Europäische Union, Note: 1,1, Europa-Universität Viadrina Frankfurt (Oder), 90 Quellen im Literaturverzeichnis, Sprache: Deutsch, Abstract: AbstractThe West establishes a link between security and development policy by conditioning development cooperation to security issues. This has become even more pronounced since the attack on the World Trade Center in 2001 and is vented in the US and European (EU) Security Strategies respectively. An assessment of these strategies concludes the existence of a hard and a soft option in security policy. The further development of the European Security results in the European Neighbourhood Policy of the EU determining the soft option for the EU. However, this the EU is unable to realise as intended: though emphasising a multilateral approach, development cooperation and financial and technical aid for states in the EU periphery depend on the success of the Europeanisation project, meaning shared Western values, norms and standards. The ENP documents the assumption that the establishment of communities of shared European values equals the establishment of secure communities. To analyse this assumption, this paper examines the function of the sociological construction of security, danger and risk, and the change in their perception. This leads to the thesis that the EU as a representative of the West adheres to the conviction of the Western democratic libe...

These elections differed from earlier ones due to the introduction of Spitzenkandidaten, lead candidates, for the position of Commission President by the majority of European party groups. In order to provide the historical context for the elections of 2014, this thesis presents the development of the European Parliament and argues that the search for political legitimacy at the European level was the driving force behind this development, including the recent introduction ofSpitzenkandidaten. The thesis stipulates that Luhmann's work on legitimacy in particular has undeservedly been mostly overlooked in European studies. In order to test the applicability of his work in the context of European democracy, five themes are developed that collectively characterise Luhmann's legitimacy theory. These themes are used as the basis for athematic analysis of documents of the Spitzenkandidaten idea's main proponents, these being the European Parliamen...

Whereas inter-institutional horizontal consistency has focused on achieving synchronisation among the European institutions, inter-policy horizontal consistency is interested in coherent policy-making between the different external action areas, namely the Common Commercial Policy, the Common Foreign and Security Policy, the Common Security and Defence Policy, the development cooperation and the technical assistance with third countries.

Despite the fact that the European Neighbourhood Policy (ENP) might be considered as a foreign policy instrument, what seems unknown and less considered is the cost of relationship, intent of the European Union (EU) in relations with new members, interest of both sides, security and stability alongside economic and democratic space. The ENP consolidates the opinion that the limits of Europe is increasingly evasive; the thesis therefore aims at considering or analyzing the EU relations in the view of its implications stemming from the ENP policy toward Ukraine as a member of the ENP.

With the terrorist attacks of 9/11, the threat of international terrorism - a threat to peace and stability - became evident to the world.Even though this event was not directed against European Union member states, it triggered the expansion of common anti-terrorist laws and policies. This cooperation aimed at fighting terrorism has led to the introduction of legal instruments that do not comply with international and European human rights law. Despite this drastic shift, the question in how far the European Union abides by human rights law in its fight against terrorism has rarely been discussed so far. Irina Wiegand looks exactly at this question. Her book gives extensive background information and yet has high scholarly value. It offers a general introduction on terrorism and an overview of today's legal framework with regard to terrorism and looks at the European Union's responses to terrorism. The main focus of the book is then on the analysis of these responses in the light of human rights law. This scrutiny provides the background of international and regional human rights legislation and continues with the analysis of the current legal practice of the European Union and the European Courts. If you want to know why we cannot agree on the definition of the term 'terrorism', whether states can claim the right of self-defense after a terrorist attack, how the European anti-terrorist legislation developed over time, and whether the European Union violates c...

This book analyses the impact of the Western idea of 'modernity' on development and underdevelopment in Africa. It traces the genealogy of the Western idea of modernity from European Enlightenment concepts of the universal nature of human history and development, and shows how this idea was used to justify the Western exploitation and oppression of Africa. It argues that contemporary development, theory and practice is a continuation of the Enlightenment project and that Africa can only achieve real development by rejecting Western modernity and inventing its own forms of modernity. The book is divided into four sections. The first section provides an outline of the theory of modernity in the Enlightenment project. In the second section, an attempt is made to trace the genealogy of the idea of development as modernity and how the African development process gets entangled with it. Here, its evolution is mapped through three periods: early modernity, capitalist modernity and late modernity. Zeroing in on the current era of late or hypermodernity, the book contests the idea that there is something new in globalisation and its neo-liberal development paradigm. The third section turns to the complex but pertinent question of how, at the beginning of the twenty-first century, Africa can transcend the impasse of modernity. The fourth and final section sums up the argument and points the way forward.

Master's Thesis from the year 2011 in the subject Business economics - Supply, Production, Logistics, grade: A, Heriot-Watt University Edinburgh, course: BWL - Logistik, Verkehr, Transport und Supply Chain Management, language: English, abstract: This dissertation investigates carbon dioxide emissions of maritime container transport from Asia into the European hinterland through the emerging German Jade-Weser-Port (JWP) compared to the deepwater ports of Rotterdam, Antwerp, Zeebrugge and Trieste. Furthermore the deepwater ports are compared on the basis of competitive factors such as hinterland connectivity. The thesis also addresses CO2 reduction measures for the maritime door-to-door container transport. Maritime container transport accounts for approximately 90 percent of global trade volumes. Largest container vessels represent challenges for container ports, such as the required draft of 15.5 meters. In order to be competitive, many ports try to integrate in global supply chains. Furthermore, environmental issues play a growing role in the maritime business. Thus, the dissertation concentrates on CO2 emissions from maritime supply chains. Carbon emissions are calculated by applying activity-based approach for road emissions and energy-based method for ship emissions. The online carbon auditing tool "Ecotransit" is used for carbon auditing of rail and inland waterway emissions. For ports an average value of 17.5 kg CO2/TEU is assumed. The main findings are that...

Research Paper (undergraduate) from the year 2008 in the subject Politics - International Politics - Topic: European Union, grade: 2,3, Fontys University of Applied Sciences Venlo, course: European Studies, language: English, abstract: Today the European Union (EU) is home to 497 million people from diverse ethnic, cultural and linguistic backgrounds. The Union is the only organization that unifies so many different countries, more precisely 23 official languages and 27 European nations (Zimmer 2007, p. 20). Driven by the common idea of creating a democratic community and a globally competitive market, the EU strongly corroborates equality of every nation's culture, values and languages. Nevertheless the EU is currently struggling with the discrepancy between cultural and linguistic diversity and the equal integration of every member state. Additionally, the emerging English, as the international lingua franca, seems to put a strain on the peaceful cooperation of all 23 official languages. In view of this unfortunate development the question aroused if Europe needs one common language. The first two segments of chapter 2 are to give an overview of the linguistic situation and the official language arrangements of the EU. The following segment describes the contentious situation of the EU, caused by superior number of languages, high costs and the actual inequality of some official languages. In the first subsection of chapter 3 several reason for adopting only one official...

Nowadays, culture represents an element which attracts more and more the attention of Europeans. Through culture each state manages to create its own identity and also to differentiate itself from anothers. The understanding and the respect of each EU member's culture, together with legislation, policies and other elements, contribute to the outlining of the Union's unity. The European Capital of Culture Program, was launched precisely to highlight the significance of culture and to link European cities. The program bestows for a one-year period, the title of Capital of Culture to a European city. For each past European Capital of Culture the title represented a good opportunity for development, producing positive effects even after its ending. In Romania, the experience of a Capital of Culture was positive not only for the city in question (SIBIU), but also for the entire country. Also, the past experience could well lead to the development of a future Romanian Capital of Culture.

The purpose of this book is to investigate the impact that varying degrees of subsidiary embeddedness has on competence development, subsidiary evolution and perception of clusters in Norwegian maritime subsidiaries located in the YRD area maritime cluster. Based on relevant theoretical perspectives from the above-mentioned fields of study, we have developed a research model serving as a base for seven propositions. A qualitative study based on four interviews has been conducted with respondents with of substantial knowledge and experience in the YRD (Yangtze River Delta) area maritime cluster. In order to support or contradict the research propositions, we have analyzed our empirical findings to reveal patterns and connections between our theoretical perspectives and the data gathered. We also searched for similarities and differences in respondents’ statements.

Hence, this book concentrates on CO2 emissions from maritime supply chains involving European deepwater ports. This research investigates carbon dioxide emissions of maritime container transport from Asia into the European hinterland through new built German Jade-Weser-Port (JWP) compared to the deepwater ports of Rotterdam, Antwerp, Zeebrugge and Trieste. Furthermore, these ports are compared on the basis of competitive factors such as port characteristics and hinterland connectivity. This book also addresses measures for CO2 reduction in maritime door-to-door container transport.

Introduction and Problem DefinitionOn its way from an economical partnership to a political union the EU has faced a long-time debate about its democratic deficits. Discussions and proposed remedies focused mainly on the institutional side of the problem and the ques-tion of how the institutions can be democratised. Since the 1990s the debate about European identity and citizenship attracted the limelight of the political debate within the European Union. However, this paper will neither focus on the institutional nor on the identity part of the debate about the democratic deficits of the EU, but will focus on a dimension in between.Direct democracy, as in the Greek city states, is, because of the size of modern democracies, not feasible anymore. The media is needed to communicate deci-sions (top-down) as well as the will of the people (bottom-up). (Mass-) media creates publicity. On a national level there is a network of print, TV and online media, which creates a tight arrangement of top-down and bottom-up communi-cation: national publicity. This volume provides a comprehensive examination of EU policy implications for some of the most burning issues concerning women. Bachelor Thesis from the year 2015 in the subject Economics - Finance, grade: 5, University of Zurich, language: English, abstract: This bachelor thesis discusses the sustainability of government debt on a theoretical level with the model of the government budget constraint and its application in a case study. Therefore, the situation of Greece is used as a prime example for the current sovereign debt crisis in the European Monetary Union. It points out with quantitative data, what has led to the high public debt in Greece and what are the consequences of this debt accumulation. For this the sustainability and the development of government debt and its determinants will be analysed. In conclusion, it discusses the options to escape of this sovereign debt crisis for Greece and the European Monetary Union as a whole. In March 2012 Greece received another bailout loan of 144.7 billion euro from the European Financial Stability Facility (EFSF) and 19.8 billion euro from the IMF in several tranches until 2014 after a worsening recession and the missing implementation of the conditions. In July 2015 the European Commission arranged to mobilise more than 35 billion euro until 2020, while they already paid out up to this point 4.4 billion euro (European Commission 2015). Still the problem has not been solved yet and Greece is still not able to get control of its debt by itself. Although not ignoring economic arguments, the analysis focuses on the arguably even more important political benefits and interests. The first chapter introduces EMU from a European perspective, as the next logical step to complete the Single Market and as a source of economic advantages for EU member states. However, it is also an important vehicle for the aim of political union. Hence, in view of Germany′s traditional position in Europe, the progress EMU represents in terms of achieving European unity is a significant factor that led to the unequivocal attitude of the Kohl government favour of EMU.The absolute necessity for Germany to advance the integration process was emphasised by German unification and the resulting political impossibility to refuse EMU as international support for a unified Germany was tied to stronger European integration. In addition, the common currency has benefits for Germany′s foreign trade reliant economy which seem to outweigh the economic doubts. Nevertheless, these concerns did play a role in defining political approaches and have influenced both the opposition′s stance and ...

Maritime boundary delimitation is the process by which neighboring coastal States establish boundary lines between themselves in contested maritime spaces. Over the years, maritime boundary delimitation has become an important field of international law, primarily because States have increasingly claimed larger sea areas as part of their national maritime zones. The competing claims of neighboring States have necessitated the establishment of defined maritime boundaries. Often, these claims are influence by a State's desire to exploit the resources found in these maritime zones. Two of the most important resources that may influence a State's claim(s) are fisheries and hydrocarbon resources. With the recent discoveries of hydrocarbon deposits in the Gulf of Guinea, States in the region have realized the importance of delimiting their maritime boundaries. The focus of this work is to examine what legal implications, if any, does the existence of submarine transboundary hydrocarbon resources have on the process and law of delimitation of maritime boundaries by States. This focus is approached from the perspective of Liberia's desire to delimit her maritime boundaries.

Inhaltsangabe:Abstract: "One Market - One Money." On paper the future of European Monetary Integration never looked more promising than now: ·The Maastricht Treaty has finally been ratified by all twelve member governments in mid October 1993, even the most sceptical states Denmark and the U.K., so that the aim of European Monetary Union (E.M.U.) rests on a solid legal basis now. ·On January 1, 1994 the European Monetary Institute (E.M.I.) began its operations with a goal of intensifying monetary coordination in Europe.} In addition, the E.M.I. will prepare the conceptual groundwork for the activities of the future European Central Bank (E.C.B.). ·The " Road to a common Europe" has been opened and monetary policy roadsigns point in the direction of European Monetary Union with a single currency. In reality, the prospects of the achievement of E.M.U. have deteriorated in the course of 1993 and under present conditions the likelihood of a failure of the Maastricht Treaty is quite high. The European currency crises in September 1993 led to realignments within the European Monetary System (E.M.S.) and fluctuation margins were widened to +/- 15 per cent. These events and a breakdown of cooperation between national monetary authorities have raised doubts about the feasibility of the timetable for moving towards full monetary union. This thesis provides an overview of the progress towards a monetary union, including a common currency, in the European Community (E.C.)...

Seminar paper from the year 2017 in the subject Politics - International Politics - Topic: European Union, grade: 1,0, University of Kent (Brussels School of International Studies), course: EU Politics and Governance class, language: English, abstract: This essay will examine the policy making process in the European Union (EU) concerning food safety in the case of raw milk cheese production. Food safety has been a key concern of the EU after several food scandals at the end of the 90´s such as the mad cow disease or more recently the usage of falsely labeled horse meat. As a reaction to that, the focus shifted from the creation of a common food market to food safety. The case of raw milk cheese is in so far an interesting one because it symbolizes a dilemma for the EU. Firstly, because the milk that is used for the production is untreated. Untreated milk can be the cause of several diseases, yet this kind of cheese is deeply rooted in the culture of especially southern European cuisine. Secondly, the common market aims to standardized products with the aim to create an even bigger, more prosperous market and integrated market. However, the standardization takes place at the expense of product variety and the livelihood of small dairy farmers. The challenging task for the union is to find a compromise between these driving factors.
