The general objective of the study is to assess the sustainability of waste management in Glendale. The researcher used case study research design in conjunction with mixed methods research in the study. Both qualitative and quantitative methodologies were used to collect data. The target population for the study consisted of residents of Valley, Westville Park and Sisk, council authorities, Environmental Management Agency (EMA) officer, waste collectors, members of community based organizations (CBOs) and the environmental health officer. The total population was 569 and the sample size was 235. Stratified systematic sampling was employed to select 220 households and the rest except CBO members were picked using purposive sampling. CBO members were selected using convenience sampling. Data were collected using self-administered questionnaire, interviews, focus group discussions (FGDs), observations as well as secondary data. The study was conducted to evaluate the improvement made by implementing IBEX system and challenges that face the functionality of the IBEX system. In addition, the study tests the relationship between independent variables such as waiting time, cost saving, data accuracy and budget transparency and the dependent variables, customer and end user satisfaction.To achieve the objectives of the study, descriptive and explanatory type of research design was used through the sampling technique, purposive and stratified random sampling. Data was collected through questionnaires from 228 employees of East Wollega zone sectors and 37 end user of the IBEX system. In addition, focus group discussion was used among 37 end users of the IBEX system to gather related data. The data collected from the respondents were analyzed using statistical tools via reliability method, descriptive statistics and Spearman's correlation. First chapter provides a brief historical sketch of mathematical programming, stochastic programming and its application to various fields including sampling are presented. Various methods namely E-model, modified E-model, Branch and Bound approach and chance constrained programming are used to solve Probabilistic objective function & constraint into an equivalent deterministic. Allocation problems arising in univariate sratified sampling have been considered in first four (II-V) chapters and multivariate case in the last chapter. The problems are solved by first deriving the deterministic equivalents and then by using a suitable convex programming algorithm or by using the Chance constrained technique. Allocation problem in two stage stratified sampling with random parameters in both objective and constraints is also discussed. A numerical example is presented in all chapters and the problems are solved by LINGO software.
