The Carver Policy Governance Guide series includes six booklets that offer board members a description of John Carver's Policy Governance model of board leadership. Policy Governance enables a board to fulfill its accountability to its organization's «owners,» whether the owners are association members, city residents, company shareholders, or a community of interest. Policy Governance addresses the board's engagement in financial, programmatic, and personnel matters; roles of officers and committees; reporting and evaluation; agendas; and other aspects of the board job. Implementing Policy Governance and Staying on Track shows boards how they can apply the principles of the Policy Governance model and change the way they govern in practice. The guide cuts across various aspects of the Policy Governance model and challenges board members to move from concepts to practice. The Policy Governance model is based on the functions rather than the structure of a governing board. It outlines commonsense principles about governing that fit together into an entire system. The practices of the Policy Governance board, which are consistent with the principles, allow it to control without meddling, focus on long-term organizational outputs, powerfully delegate to a CEO and staff, and discharge its fiduciary responsibility in a visionary, strategic manner. Because the model is a total system, the Carver Policy Governance Guide series offers boards a complete set of principles for fulfilling their various obligations.

When issues of diversity and race arise in higher education scholarship and practice, the focus is generally on Students of Color. That being said, if there are People of Color being marginalized on college campuses, there is a structural mechanism facilitating the marginalization. This monograph explores the relevance of Whiteness to the field of Higher Education. While Whiteness as a racial discourse is continually changing and defies classification, it is both real in terms of its impacts on the campus racial dynamics. Highlighting many of the contours of Whiteness in higher education, this volume explores the influence of Whiteness on interpersonal interactions, campus climate, culture, ecology, policy, and scholarship. Additionally, it explores what can be done—both individually and institutionally—to address the problem of Whiteness in higher education. Ultimately, this monograph is offered from the perspective that racial issues concern everyone, and this engages the possibility of both People of Color destabilizing Whiteness and White people becoming racial justice allies within the context of higher education institutions. This is the sixth issue of the 42nd volume of the Jossey-Bass series ASHE Higher Education Report. Each monograph is the definitive analysis of a tough higher education issue, based on thorough research of pertinent literature and institutional experiences. Topics are identified by a national survey. Noted practitioners and scholars are then commissioned to write the reports, with experts providing critical reviews of each manuscript before publication.

Evaluation has played a fundamental role throughout the history of higher education. It has been key to institutional missions and for accountability concerns for public funding policy and fiscal oversight. In the last 30 years, there has been focused attention on the quality of education and student learning. Campuses have stepped up their initiatives to evaluate educational outcomes—and communicate these to their constituencies—just as regional, state, and national efforts have emerged regarding assessment of learning outcomes. In this context, various methods and approaches to evaluative inquiry have emerged to support efforts to increase the effectiveness and efficiency of instructional practice and curriculum for higher learning. This edition examines perspectives on evaluation studies addressing higher education learning—from program- to institution-based studies and critiques of practice—to document successes and identify significant challenges that face evaluators and the collaborating educators in the continuing development of higher education. This examination represents both an investigation into the particular insights that evaluative inquiry contributes to the scholarship and practice of higher education and a reflection on the evaluation expertise that can be applied across contexts of professional practice and program development. This is the 151st issue in the New Directions for Evaluation series from Jossey-Bass. It is an official publication of the American Evaluation Association.

UNESCO’s 1997 CONFINTEA V conference in Hamburg has been described as the high-water mark of international adult education policy-making. It produced one of the most utopian statements about adult education and learning of the past 25 years: the Hamburg Declaration on Adult Learning and Agenda for the Future. Adult education was declared key to the twenty-first century in order to build “a world in which violent conflict is replaced by dialogue, a culture of peace based on justice . . . and the creation of a learning society committed to social justice and general well-being.” However, the Declaration also recognized that there were many practical challenges to its implementation as profound changes were occurring in social, economic, environmental, and political spheres. In this volume, North American and international scholars critically assess how far the visionary statements of the Hamburg Declaration have been advanced and implemented. They: Review the recent development of the 10 themes of the Agenda for the Future Explore their local and global achievements through considering the results of the 2009 CONFINTEA VI conference and other related policy developments Outline what is still necessary to realize the Declaration’s goals. This is 138th volume of this quarterly report series. Noted for its depth of coverage, it explores issues of common interest to instructors, administrators, counselors, and policymakers in a broad range of adult and continuing education settings, such as colleges and universities, extension programs, businesses, libraries, and museums.

The different forms of telepresence in education, in distance learning, in student support, in the use of learning environments or even at the heart of robot systems, are developed in universities and higher education facilities specializing in professional training. They constitute opportunities to reform arguments and give rise to important questions: how should we think about the hierarchy of presence and absence in these techniques in order to make possible “the presence of the absent”? What is the effect on mediation processes? On the perception of the body and on identity? How does it transform collaborative work? Telepresence in Training brings together research that attempts to answer these questions by using studies and practical supports from higher education, with regards to teacher training and telepresence robots in France, Belgium, Switzerland and Quebec.

The generalized method of moment approach was used for the estimation on the policy reaction function. The study provides strong evidence that global inflation and output gap influenced monetary policy decisions of Central Bankers in the countries of WAMZ. Therefore, it is recommended that global variables should not be ignored and be given appropriate weight while forecasting domestic inflation and making monetary policy rules.

Your formula for managing innovation and transforming learning #EdJourney: A Roadmap to the Future of Education is a refreshing change from the negativity so common in the world of education today. Over the course of a 3-month solo road trip across the United States, author Grant Lichtman discovered that there is much to be positive about in today's K-12 schools. Lichtman, one of the country's leading experts in educational innovation, interviewed over 600 teachers, administrators, students, parents, and trustees to find out what kind of innovations they're doing right—and how others can leverage their successes. Innovation in education takes hard work, planning, and cooperation. With examples from around the country and findings from the latest education research, #EdJourney maps out how administrators and teachers can embrace the innovation process that schools and learners need now. Today's 21st century education presents unique challenges and opportunities to students, and this is a trailblazing practical guide to making sure education is ready for the future. #EdJourney focuses on four key questions: What new learning strategies are the top schools implementing to prepare our students for their future rather than for our past? How do teachers and administrators manage transitions to new types of teaching and learning? What are the key obstacles to shifting away from the assembly line model of education? How can we all leverage the lessons of success from the most innovative schools? The concrete examples and advice in this book will help you bring innovation and educational design concepts into your school. #EdJourney goes beyond the theoretical need for change—by now a familiar topic to almost everyone—and takes a real-world approach to achieving transformative education in any school.

During the nineteenth century, ivory hunting caused a substantial decrease of elephant numbers in southern Africa. Soon after that, populations of many other large and medium-sized herbivores went into steep decline due to the rinderpest pandemic in the 1890s. These two events provided an opportunity for woodland establishment in areas previously intensively utilized by elephants and other herbivores. The return of elephants to currently protected areas of their former range has greatly influenced vegetation locally and the resulting potential negative effects on biodiversity are causing concern among stakeholders, managers, and scientists. This book focuses on the ecological effects of the increasing elephant population in northern Botswana, presenting the importance of the elephants for the heterogeneity of the system, and showing that elephant ecology involves much wider spatiotemporal scales than was previously thought. Drawing on the results of their research, the authors discuss elephant-caused effects on vegetation in nutrient-rich and nutrient-poor savannas, and the potential competition between elephants on the one hand and browsers and mixed feeders on the other. Ultimately this text provides a comprehensive review of ecological processes in African savannas, covering long-term ecosystem changes and human-wildlife conflicts. It summarises new knowledge on the ecology of the sub-humid African savanna ecosystems to advance the general functional understanding of savanna ecosystems across moisture and nutrient gradients.

Tracing the journey of BGLT students' emergence, which parallels the modern gay rights movement in America, this monograph provides an overview of data and theory derived from studying BGLT students and student movements in higher education. Offering context for the ways that previously marginalized students in higher education survive and thrive, this issue: Tells the story of their growing visibility on campus Summarizes collective knowledge to date about BGLT identity development Takes stock of transgender students' distinctive position and experiences in higher education Assesses the role of the BGLT campus resource center in supporting students and advancing equity. This issue develops a picture of the ways that BGLT community activism informs scholarship (and vice versa). In the telling of the movement's stories, these lessons suggest a practice of collaborative transformation for advancing the future of BGLT equality in higher education. Beginning with the premise that equity is of paramount concern in the study of higher education, this text explores the promise and pitfalls of qualitative inquiry with respect to addressing issues of in/equity and fostering social change at micro, meso, and macro levels. Building upon contemporary qualitative higher education scholarship, the authors advance a critique of the reductive and generic conceptions of qualitative research that dominate the field and call upon scholars to examine the transformative potential embedded within critical qualitative inquiry. In addition to exploring the opportunities and tensions associated with engaging in critical qualitative inquiry, this monograph issues a call to action through intervention, describing strategies for challenging and resisting oppressive research norms that undermine the equity aims of higher education research. The case for a flexible work schedule for faculty has been repeatedly made, with one policy recommendation being part-time positions for tenure-track/tenured faculty (PTTT). Despite some of the benefits of this approach for both faculty and institutions, the PTTT concept is the least implemented policy for faculty flexibility and is poorly understood. This report offers the first comprehensive treatment of PTTT, suggesting that this mode of flexibility enhances recruitment, retention, and engagement of faculty, while offering value-added productivity, planning potential, and faculty loyalty for the institution. Herbers provides data that explore how a PTTT policy can lead to faculty success and satisfaction across the lifespan of a career, and likewise offers analogies and examples of well-established practices that administrators across institution types can adapt to create their own policies. Administrators and faculty will find the author’s policy recommendations, best practices, and solutions to common challenges to be a roadmap for stimulating change in their institutions. This is the 5th issue of the 40th volume of the Jossey-Bass series ASHE Higher Education Report. Each monograph is the definitive analysis of a tough higher education issue, based on thorough research of pertinent literature and institutional experiences.
