Since then, the press has generally claimed welfare reform to be a success despite complicated trends illustrating that for many in need of social assistance, life has gotten harder, especially for ethnic/racial minorities. As minority populations on the welfare rolls increase and become more diverse, and redistribution becomes increasingly essential to low-income individuals, it is important to analyze the ideologies and values of the US welfare state in comparison with their context. To do this, I analyze the social construction of welfare recipients in US news discourse from 1996 until 2012 using an integrated content and discourse analysis testing for presence of and patterns within stigamtizing, otherizing, and/or racialized associations with welfare recipients. However, his three-folded model differentiating regimes on the basis of welfare provision has also been challenged. Many studies have criticized Esping-Andersen for his non-acknowledgement of a Southern welfare regime including Greece, Spain, Portugal and Italy (...). Historic circumstances have produced fragmented welfare states which provide partly extensive state-led services, e.g. in health care, but have very limited benefits in other areas. The question remains whether "the peculiarities of these cases are variations within a distinct overall logic [or] a wholly different logic per se", as Esping-Andersen (1999, p.90) has formulated it.Claire Bamba (2005) has challenged Esping-Andersen's welfare regime typology focusing on health care and identified two additional subcategories. In The Economics of Welfare, originally published in 1920, Pigou reconceptualized economics as a science of economic welfare, in the course of which he developed the first systematic theory of market failures. Employing Alfred Marshall's theoretical framework and the utilitarian logic of Henry Sidgwick, he argued that the Smithian 'system of natural liberty' can fail to maximise economic welfare in three crucial spheres. Economic transactions grounded in the free play of self-interest may achieve a suboptimal allocation of resources by producing spillovers; they may maldistribute the national income, damaging much of the population; and they may generate business cycles, causing unemployment as well as income and consumption instabilities. On September 28, 2006, Ukrainian government introduced licensing of grain exports, which was afterwards replaced with a quota system. The paper adopts the partial equilibrium analysis for empirical evaluation of the effect of export quotas and taxes with 5%, 10%, 15% and 20% rates under the assumption of a "small" county case. For this purpose the paper provides the required domestic demand and supply, and import demand elasticities. On the basis of the estimated price elasticities a quantitative estimation is conducted on the welfare effects of wheat producers, consumers, the government and the country as a whole. The econometric results demonstrate that export quotas are not desirable for national welfare, and export taxes are sound alternatives.

Social protection involves choices about whether the core principle behind social provisioning will be universal or selective through targeting. Extreme poverty is regarded as the world's greatest human rights issue. The UN Universal Declaration of Human Rights starts from the idea that all human beings are born free and equal in status and rights. Under the international human rights law, States are legally obligated to establish social protection systems for their citizens, especially the vulnerable and at risk. Social protection in Ghana assumes three main targets for poverty reduction; the first target looks at labour market interventions in terms of employment services, job training, and direct employment generation. The second target deals with social insurance that targets risk mitigation, disability, ill health, old age, health insurance, and the third target is social assistance that provides welfare and social services, cash or in-kind transfers, and subsidies. On December 20, 2007 the judgment of the German Federal Constitutional Court stirs up a public debate on the extent of social decentralization in Germany. Preceding events: on January 1, 2005 an extensive welfare reform is enacted after what social bene…fits are now predominantly fi…nanced by the Federal Government, whereas the administration is shared by the Federal Government and the Laender. In its reasoning, the court points out that the joint administration deviates from the principle of precedence of decentralized over centralized exercise of functions1. Some fear that social decentralization connected with household mobility is a threat to distribution policy and warn against "a race to the bottom" of welfare contributions. In order to clarify the recent debate on efficient welfare policy, this work intends to empirically investigate whether such strategic interdependencies among German municipalities exist at all looking at the "old" German social system before the year 2005, where welfare policy is implemented in a predominantly decentralized framework.
