The issue of food security is a serious concern especially in arid and semi-arid regions like Tigray, which is vulnerable to climatic instability and frequent droughts. To see the positive effect of irrigation on livelihood, the management aspect of irrigation must be taken in to account. Nevertheless, the management aspect of irrigation is often neglected while priorities are given to the construction of irrigation. Therefore, the purpose of this study has been to assess irrigation management practices with special reference to Qorir Small Scale Irrigation Scheme, Klite-Awlalo Woreda, Eastern Zone of Tigray, Ethiopia. The study has been focused on examining how users were organized for self-management of the scheme and how water management, conflict management, operation and system maintenance issues were practiced and challenges that hinder the sustainability of the scheme also included in the study.

The Future of Evaluation in Society. A Tribute to Michael Scriven

The impetus for this volume lives in a rich and vibrant past. It is organized to honor one of thefounders and most prolific contributors to the professional and transdiscipline of evaluation --Professor Michael Scriven, and to illuminate the future of evaluation in society. Professor Scrivenoften shares stories of his meetings with Albert Einsten and the frame-breaking evaluation revolutionhe has led against the value free doctrine of the social sciences. Both his wide eyed graduatestudents and the more grizzled evaluation veterans in his professional development workshopsquickly learn that Scriven is well traveled and has exchanged some of the boldest ideas and visions with the most brilliant thinkers ofhis time. Scriven insisted that the 2011 Stauffer Symposium and this volume be organized in that genre. He urged us to invite the mostthoughtful and influential evaluation theorists and practitioners we could find to join him in a conversation about the future of evaluationin society.Scriven challenges us to examine the five great paradigm shifts that have revolutionized the foundations of evaluation, and that hebelieves will form the basis for a much brighter future for evaluation in society. Scriven's revolutionary ideas are followed and challengedby a group of thought leaders in evaluation who do not necessarily shared his views on evaluation, but who have earned hisdeepest respect and whose evaluation work he admires including Michael Quinn Patton, Ernest House, Danie...

How do people evaluate in daily life? This issue broaches this topic to better understand this dimension of being human, to develop evaluation theory, and to improve extraprofessional and professional evaluation practice. As part of a larger study addressing these issues in the lives of many professional evaluators around the world, case studies of seven early evaluation theorists and practitioners from North America were conducted. This issue contains articles with stories of some of their evaluation life experiences told and interpreted by these individuals, with commentary by an eighth evaluator. Themes that cross the cases are proposed, and responses by the individuals highlighted are shared in a final article. This issue focuses on connections between performance management and evaluation, a contentious topic at the moment. It does so by placing evaluation and monitoring under the overarching concept of performance management, and then by investigating five complementarities between performance monitoring and measurement on the one hand, and evaluation on the other. These complementarities are: Sequential Informational Organizational Methodical Hierarchical. Several case studies discuss the uses and complementarities of evaluation and performance management in contexts including national and local governments and the work of government, philanthropic foundations, and a direct-service nonprofit agency. These cases illustrate the advantages and pitfalls in utilizing evaluative approaches within the context of performance management. Participatory Evaluation Up Close. An Integration of Research-Based Knowledge

Empiricism provides the backbone of knowledge creation within social science disciplines (e.g., psychology, sociology) and applied domains of study (e.g., education, administration) alike. Yet, relative to such domainsof inquiry, comparatively little empirical research on evaluation has occurred, and the research knowledge basebeen infrequently synthesized and integrated to influence theory and practice. The proposed book aims to fillthis void with regard to participatory evaluation, a set of collaborative approaches to evaluation that isreceiving considerable attention of late, including a growing body of empirical studies. The authors begin in Part 1 with the delineation of a widely known and familiar conceptual framework forparticipatory evaluation. They then use the framework in Part 2 as a guide to conducting an extensive review of the extant empirical knowledge base inparticipatory evaluation, culminating in a thematic analysis of what we know about the approach. In Part 3 the authors focus on methodologicalconsiderations of doing research on participatory evaluation through a critique of existing studies and an explication of design choices drawn fromtheir own research program. The book concludes in Part 4 with implications for moving the field forward in terms of important research questions, methodological direction and evaluation practice. This book will be of central interest to evaluation theorists and to those who choose to conduct research on evaluation; appeal will...

Over the last 15 years, traditional spate irrigation system was modernizing by different governmental and non-governmental projects. None of this modernized schemes were achieved their objectives and most of these was failed due to siltation and less spate flow. The main problem was adoption of designs parameter from normal irrigation system. Spate irrigation system is unique and different from other irrigation systems and needs special attention to develop appropriate design standards. This book, therefore, provides new design alternatives of spate irrigation to minimize sedimentation hazards and increase spate flow to the schemes. After detailed study of design development and their limitations four alternatives of design parameters were developed. These alternatives were analyzed using a software model of Delft3D and the best design alternative was recommended to implement on ground. The study should help shed some light on this new and exciting design standard, and should be especially useful to professionals and experts in the field spate irrigation engineering, or anyone else who may be wants to know about characteristics and challenges of spate irrigation systems.

Donna Harman Information Retrieval Evaluation

Evaluation has always played a major role in information retrieval, with the early pioneers such as Cyril Cleverdon and Gerard Salton laying the foundations for most of the evaluation methodologies in use today. The retrieval community has been extremely fortunate to have such a well-grounded evaluation paradigm during a period when most of the human language technologies were just developing. This lecture has the goal of explaining where these evaluation methodologies came from and how they have continued to adapt to the vastly changed environment in the search engine world today. The lecture starts with a discussion of the early evaluation of information retrieval systems, starting with the Cranfield testing in the early 1960s, continuing with the Lancaster "user" study for MEDLARS, and presenting the various test collection investigations by the SMART project and by groups in Britain. The emphasis in this chapter is on the how and the why of the various methodologies developed. The second chapter covers the more recent "batch" evaluations, examining the methodologies used in the various open evaluation campaigns such as TREC, NTCIR (emphasis on Asian languages), CLEF (emphasis on European languages), INEX (emphasis on semi-structured data), etc. Here again the focus is on the how and why, and in particular on the evolving of the older evaluation methodologies to handle new information access techniques. This includes how the test collection techniques were m...

A novel approach to decision engineering, with a verified framework for modeling human reasoning Soft Computing Evaluation Logic provides an in-depth examination of evaluation decision problems and presents comprehensive guidance toward the use of the Logic Scoring of Preference (LSP) method in modeling complex decision criteria. Fully aligned with current developments in computational intelligence, the discussion covers the design and use of LSP criteria for evaluation and comparison in diverse areas, such as search engines, medical conditions, real estate, space management, habitat mitigation projects in ecology, and land use and residential development suitability maps, with versatile transfer to other similar decision-modeling contexts. Human decision making is rife with fuzziness, imprecision, uncertainty, and half-truths—yet humans make evaluation decisions every day. In this book, such decision processes are observed, analyzed, and modeled. The result is graded logic, a soft computing mathematical infrastructure that provides both formal logic and semantic generalizations of classical Boolean logic. Graded logic is used for logic aggregation in the context of evaluation models consistent with observable properties of human reasoning. The LSP method, based on graded logic and logic aggregation, is a vital component of an industrial-strength decision engineering framework. Thus, the book: Provides detailed theoretical background for graded logic Provides a theory of logic aggregators Explains the LSP method for designing complex evaluation criteria and their use Shows techniques for evaluation, comparison, and selection of complex systems, as well as the cost/suitability analysis, optimization, sensitivity analysis, tradeoff analysis, and missingness-tolerant aggregation Includes a survey of available LSP software tools, including ISEE, ANSY and LSP.NT. With quantitative modeling of human reasoning, novel approaches to modeling decision criteria, and a verified decision engineering framework applicable to a broad array of applications, this book is an invaluable resource for graduate students, researchers, and practitioners working within the decision engineering realm.

The interpretation and evaluation of scientific evidence and its presentation in a court of law is central both to the role of the forensic scientist as an expert witness and to the interests of justice. This book aims to provide a thorough and detailed discussion of the principles and practice of evidence interpretation and evaluation by using real cases by way of illustration. The presentation is appropriate for students of forensic science or related disciplines at advanced undergraduate and master's level or for practitioners engaged in continuing professional development activity. The book is structured in three sections. The first sets the scene by describing and debating the issues around the admissibility and reliability of scientific evidence presented to the court. In the second section, the principles underpinning interpretation and evaluation are explained, including discussion of those formal statistical methods founded on Bayesian inference. The following chapters present perspectives on the evaluation and presentation of evidence in the context of a single type or class of scientific evidence, from DNA to the analysis of documents. For each, the science underpinning the analysis and interpretation of the forensic materials is explained, followed by the presentation of cases which illustrate the variety of approaches that have been taken in providing expert scientific opinion.

W. Edwards Deming referred the 'understanding of systems' as being a key principle for quality thinking. In this instance, as it currently stands the organisation under examination is operating two major units: A business unit and an educational unit. This is reflected in the current method of organisational evaluation as shown throughout this research, with the use of two separate evaluation methods: the Baldrige Educational Performance Excellence Criteria and New Zealand Educational Authority's required Six Tertiary Evaluation Indicators. Through the development of a single evaluation tool the needs of the 'whole' organisation can be determined, which will aid in the deployment of resources and innovation to ensure the whole organisation benefits. Presently from the information obtained through the two separate evaluation methods, innovation and advancement made in one unit will have adverse effects on another.

While improvement science has experienced a surge of interest over the past 30 years, applications of it are rare in the evaluation literature. This issue promotes the cross-fertilization of ideas, techniques, and tools between evaluation and improvement science. There are at least four areas where this cross-fertilization is particularly relevant: learning from error, examining variation, appreciating context, and focusing on systems change. This volume considers: the conceptual similarities and distinctions between improvement science and evaluation; the intellectual foundations, methods, and tools that collectively comprise improvement science; and case chapters that offer an inspiring review of state-of-the-art improvement science applications. Cutting across all of these applications is a shared grounding in systems thinking, a determination to capture and better understand variation and contextual complexity, as well as a sustained commitment to generative learning about projects and programs—all issues of great concern to evaluators. The issue offers producers and users of evaluations the potential benefits of a closer engagement with improvement science. This is the 153rd issue in the New Directions for Evaluation series from Jossey-Bass. It is an official publication ofthe American Evaluation Association.

Tank irrigation systems of India are a century old. Tanks have been the main source of irrigation in many parts of India from time immemorial. Rainfall pattern is neither predictable nor uniform over space and the incidence of rainfall is also seasonal, occurring mainly during the southwest monsoon in most of the country except the rain shadow areas of the Western Ghats, notably Tamil Nadu. Tanks are one of the oldest sources of irrigation in India and the mainstay for the livelihood of many poor households. Agriculture is the primary source of livelihood in rural areas, which account for 75 per cent of India's population and 80 per cent of its poor, and in turn, irrigation is the base for about 56 per cent, possibly more of total agricultural output. Tanks in the Indian context were inextricably linked to the socio-cultural aspects of rural life and have historically been an indispensable part of the village habitat, sustaining its socio-ecological balance. In this regard the present study is contemplated.

Evaluation has played a fundamental role throughout the history of higher education. It has been key to institutional missions and for accountability concerns for public funding policy and fiscal oversight. In the last 30 years, there has been focused attention on the quality of education and student learning. Campuses have stepped up their initiatives to evaluate educational outcomes—and communicate these to their constituencies—just as regional, state, and national efforts have emerged regarding assessment of learning outcomes. In this context, various methods and approaches to evaluative inquiry have emerged to support efforts to increase the effectiveness and efficiency of instructional practice and curriculum for higher learning. This edition examines perspectives on evaluation studies addressing higher education learning—from program- to institution-based studies and critiques of practice—to document successes and identify significant challenges that face evaluators and the collaborating educators in the continuing development of higher education. This examination represents both an investigation into the particular insights that evaluative inquiry contributes to the scholarship and practice of higher education and a reflection on the evaluation expertise that can be applied across contexts of professional practice and program development. This is the 151st issue in the New Directions for Evaluation series from Jossey-Bass. It is an official publication of the American Evaluation Association.

A volume in Peace EducationSeries Editors Jing Lin, University of Maryland, Edward Brantmeier, James Madison University, and Ian Harris, University of Wisconsin, MilwaukeePractice and research of peace education has grown in the recent years as shown by a steadily increasing number ofpublications, programs, events, and funding mechanisms. The oft-cited point of departure for the peace educationcommunity is the belief in education as a valuable tool for decreasing the use of violence in conflict and for buildingcultures of positive peace hallmarked by just and equitable structures. Educators and organizations implementing peaceeducation activities and programming, however, often lack the tools and capacities for evaluation and thus pay scantregard to this aspect in program management. Reasons for this inattention are related to the perceived urgency toprioritize new and more action in the context of scarce financial and human resources, notwithstanding violence orconflict; the lack of skills and time to indulge in a thorough evaluative strategy; and the absence of institutional incentivesand support. Evaluation is often demand-driven by donors who emphasize accounting given the current context ofinternational development assistance and budget cuts. Program evaluation is considered an added burden to already over-tasked programmers who are unaware of theincentives and assessment techniques. Peace education practitioners are typically faced with forcing evaluation frameworks, tec...

Igneous rocks have been classified in several ways, and various methods of classification have evolved in the past 100years with each method emphasizing particular characteristics of igneous rocks, which have produced some difficulties. Due to these difficulties encountered, and since geochemistry plays a vital role in the evaluation and classification of igneous rocks, petrologists have resorted and relied upon geochemical evaluation schemes in the description, naming, and grouping of igneous rocks based solely on their chemical characteristics. This work looks at evaluating some igneous intrusive and deducing their tectonic setting, age, characteristics and rock evolution using simple geochemistry and mineralogical composition. It is highly recommended for research students in geochemistry and mineralogy because it is without the bogus jargons and complexities associated with geochemistry. Fruits and vegetables are important component in agriculture sector. Production and marketing studies were used to explore the cost parameters of the production and marketing and understand the inefficiency during production process and marketing channels. To observe the inefficiency during production, stochastic frontier production was used by using the primary data from two Tehsils of the Sargodha region known as Pakistan's California. It was concluded that all the input variables was directly related to technical efficiency except irrigation. Negative sign of the irrigation showed inverse relationship between irrigation and technical efficiency due to intercrop irrigation which resulted in over irrigation. Technical inefficiency model showed a positive relationship between age of the farmers, years of education and source of credit (dummy variable) while age-squared is inversely related to technical inefficiency. The marketing studies showed that by decreasing the number of the intermediaries in both form i.e. open and packed, not only the purchased price of the consumer decreased but also marketing efficiency of the market increased.

Sonam Pem Participation and Empowerment in Participatory Irrigation Management

Participatory Irrigation Management (PIM) in Nepal was implemented in 1990s with the objective of transferring the irrigation management to the grass root level. It is clear that the management has been transferred to the community, but it is not clear as to how the objectives of PIM are being met. The study takes place in the two communities in Chitwan, Nepal: Chainpur and Pithuwa.Although the idea and the objectives of the PIM seemed very attractive, it is questionable as to how participation is taking place at different levels in the two communities. Taking into account the definition of participation and empowerment, the study shows that with the different cultural background and social difference, the farmers at different levels in the communities are not empowered and have no full pariticipation in the decision making of the management of the irrigation systems. On top of that, the study also shows the influence of the political structure of the country which is embedded in the two communities affecting the participation and empowerment of the farmers at different levels.

As pedagogy is the study of teaching, pedagogy of evaluation examines how and what evaluation teaches. This volume is inspired by the works of Paulo Freire who believed that all interactions between people are pedagogical: something is always being taught, conveyed, and proselytized (the same could be said of evaluation). Freirean principles, though articulated nearly 50 years ago, offer and affirm future directions for dealing with inequality, poverty, social injustice, community development, education, and, to the point here, evaluation. The principles remain fresh and timely, and new. Divided into three parts, the editors invite you to use Freire?s works to reflect on your pedagogy of evaluation. This volume seeks to address select questions drawn from the matrix of the complex issues related to culturally responsive evaluation. We ask, should evaluation be culturally responsive? Is the field heading in the right direction in its attempt to become more culturallyresponsive? We ask, what is culturally responsive evaluation today and what might it become tomorrow? This edited volume does not promise to deliver answers to all, most, or even many of the complex answers facing the evaluationcommunity regarding the role of culture and cultural context in evaluative theory and practice. This is not a scientific undertaking. We arenot ready for concerns with prediction, explanation or control. We are ready for serious explorations, however. Even if the evaluation communitycannot articulate the necessary and sufficient conditions for a culturally relevant evaluation it does know several of the desiderata. Our concern and the direction of this volume has been reflections of evaluation theory, history, and practice within the context of culture withillustrative examples.

The World Health Organization defines health inequities as differences in health outcomes that are systematic, avoidable, and unjust; and the result of poor social policies, unfair economic arrangements, and bad politics. This volume describes the role that evaluations can play in addressing health inequities. A key focus is on the types of capacities that need to be built to evaluate inequities. Bringing alive these questions around evaluation capacities are theory and practice studies from China, Chile, and India. This volume: Focuses on inequities in evaluation capacity building initiatives. Argues evaluations can be interventions themselves. Explores how evaluations can have influence in addressing inequities. Recognizes that innovations in evaluation capacity experiments are occurring in diverse countries and we have the opportunity to learn from such initiatives. This is the 154th issue in the New Directions for Evaluation series from Jossey-Bass. It is an official publication of the American Evaluation Association.

Therefore, culturally responsive evaluation (CRE)should no longer be viewed as a luxury or an option in our work as evaluators. The continued amplification of racial, ethnic, linguistic, and cultural diversity and awareness among the populations of the U.S. and other western nationsinsists that social science researchers and evaluators inextricably engage culturally responsive approaches in their work.It is unacceptable for most mainstream university evaluation programs, philanthropic agencies, training institutes sponsoredby federal agencies, professional associations, and other entities to promote professional evaluation practices thatdo not attend to CRE. Our global demographics are a reality that can be appropriately described and studied within thecontext of complexity theory and theory of change (e.g., Stewart, 1991; Battram, 1999). And this perspective requires a distinct shift from "simple" linear cause-effectmodels and reductionist thinking to include more holistic and culturally responsive approaches. The d...

Ernest R. House Regression to the Mean. A Novel of Evaluation Politics (PB)

Evaluation politics is one of the most critical, yet least understood aspects of evaluation. Tosucceed, evaluators must grasp the politics of their situation, lest their work be derailed. Thisengrossing novel illuminates the politics and ethics of evaluation, even as it entertains. PaulReeder, an experienced (and all too human) evaluator, must unravel political, ethical, andtechnical puzzles in a mysterious world he does not fully comprehend. The book captures thecomplexities of evaluation politics in ways other works do not. Written expressly for learning andteaching, the evaluation novel is an unconventional foray into vital topics rarely explored.

Gbeti Mawufemor, Adu-Bitherman Paul, Iddriss Abdul Razak Mensah Irrigation with Waste Water. The Case of Vegetable Farming in Ghana

In contemporary times, people have come to realize the importance of vegetables as rich source of vitamins and minerals which aid to protect their body against infection and diseases. This knowledge has increased the demand of both exotic and indigenous vegetables in the cities as such any available space in the cities has become a major farming centre for vegetable producers. On the other hand, there has been an increasing incidence of food borne diseases which is link to enteric pathogenic micro organisms found in fecal material and for that matter waste water. It implies that there might be possible contamination of vegetables that are irrigated with waste water. This means that untreated waste water use in vegetable irrigation can pose a serious Public Health problem to both consumers and producers. Therefore, the WHO has set standards for waste water reuse. However, the waste water use for vegetable irrigation in the study area is not treated and also, perception of consumers and farmers about the use of untreated waste water in vegetable irrigation in the study area is not known, hence the study seeks to find out the farmers as well as consumers perceptions about the problem.
