Since the Korean War ended in 1953, a number of books and articles have been written about the air-to-air battles between the American F-86s and Russian MiGs. Some parts of the stories that appear in those publications are probably true, but many of them contain fantasies, exaggerations and even lies that are both preposterous and demeaning to the Air Force. Unfortunately much of what survives in the West as the history of those epic air battles is found in those partially flawed publications. I was in a position to know what was going on there since I spent a year observing the scene as an F-86 pilot fighting the MiGs with the 51st Fighter Wing. I have written this book because I want to leave history a more complete and honest picture of what went on there. I have been retired for more than fifty years, but my love for the Air Force and loathing for anything that reflects shame or dishonor on that great organization has compelled me to act. Feeling the way I do, writing in an effort to correct and enhance the record is an easy task since I enjoy writing and was reared to place real value in truth, honor and integrity and hate dishonesty, dissembling and deceit.

During the U.S. Grant administration, the Secretary of War instructed the Corps of Clerks to compile a thorough and complete catalogue of all the engagements of the late American Civil War-irrespective of their magnitude. The work was duly completed, published in small edition and a copy was presented by the Adjutant-General to the Secretary of War who, upon receiving it, promptly checked its pages for a minor incident in which he had been involved only to discover that it was notably absent! It was from this rather embarrassing foundation that this book (oddly titled in its original edition 'When and Where We Met Each Other on Shore or Afloat' ) was conceived and, after much research, published. The task was a daunting one and the book occupied its author, Theodore D. Strickler, for over a decade as he examined official and other reliably authentic sources. Of course, all the well known battles are recorded here, but also included are the hundreds of minor affairs including scouting parties, skirmishes and raids. Strickler had the advantage of living witnesses to authenticate his findings and at the time of its original publication the book claimed to be the most complete compilation of its kind. This book follows the evolution of a model for quick and efficient national defense war fighting asset acquisition during time of war. It documents the case of a critically important war fighting acquisition program from initial needs identification and program start in 2006 through production and fielding in the period 2007-2010. The analysis focuses on the entire process of acquisition and contracting from concept development through getting the weapons system into action in Iraq, Afghanistan and elsewhere. The Mine Resistant Ambush Protected vehicles program (MRAP) is a rapid acquisition program procured within the context of the US Department of Defense's Acquisition Management and Joint Capabilities Integration and Development System (JCIDS) framework. The analysis in this book answers the following question: What are the key factors that explain the success of the MRAP program, with success defined as meeting program objectives and warfighter needs? In addition, this book addresses the critical trade-offs made within the MRAP program to develop it rapidly, and some of the potential long-term impacts of these decisions, both positive and negative, for rapid defense asset acquisition in time of war.
