Obviously, the playwright used people's uncertainty about the ghost-lore of his time to deliver a play that remains opaque until today.Film makers like Zeffirelli, Olivier and Kozintsev have dealt with the Ghost's identity in different ways and show the essential position of it within the play. One created an abusive father who comes back to seek revenge. The other one presents a rather political reading of the Ghost. WHO estimates that environmental factors are the root cause of 25% of the total burden of disease worldwide and account for about 35% in sub-Saharan Africa (SSA). Effective environmental management is the key to avoiding a quarter of all preventable illnesses which are directly caused by environmental factors. In the Bibiani-Bekwai and Sefwi Wiawso Districts of the Western Region of Ghana, the environment has been altered by complex human induced factors, which have negatively impacted on the health of the population. This paper seeks to establish the major causes of environmental and human health degradation and whether there is a direct link between environmental degradation and human health in Bibiani-Bekwai and the Sefwi Wiawso Districts in the Western Region of Ghana. Four complementary approaches were used during the investigation: extensive literature review, consultations with key informants, the administration of questionnaires, and stakeholder consultations. The data was analyzed using SPSS to establish the linkages between environmental deterioration and human health in the two districts. Accordingly, this implies that they should protect their citizens against any threat to human life. In other words, governments or the people they rule do not merely face military threats from other states; they are as well endangered by other threats to their security, these threats are debated in this research paper. We do not mean that military issues are not to be conceptualized within security frameworks, but we do contend that they are not the unique issues to be securitized. After the cold war during the decades of development of democracies the role of sanctions as instruments of international relations has raised significantly. Through the evolution of the Common Foreign and Security Policy of the European Union the use of sanctions has also crystallized. Otherwise it remains always a question whether sanctions are justified? Are they effective? Is the application of sanctions the best way against human rights violation? Or sanctions are accompanied by human rights violation themselves? In my work I am looking for answers for these questions, focusing on the relation of sanctions and human rights. In my paper firstly I introduce the evolution of the Common Foreign and Security Policy of the European Union and the development of EU sanction policy. I outline the legal basis of the sanctions and present the different types of restrictive measures and their relations to the United Nations' principles. Through case studies regarding Belarus, Sudan, Burma and Zimbabwe I present the use of different sanctions in order to ensure the respect of human rights. I also analyse whether these sanctions themselves violate to a certain extent human rights causing harm for the civil population or not. Finally, I give an overview about other soft measures of the European Union concerning the promotion of human rights.
