The debate on limited health resource availability and fairness of distribution leads to economic arguments on scarcity of funds, and efficiency of financing. This paper focuses on the explanation of equity of resource distribution by focussing especially on financing health systems and how it affects equity in itself. It concentrates on an inter-country comparison emphasizing performance indicators, based on the WHR2000, and connecting them to health finance relevant numbers. Progressivity figures are used to highlight cross country equity differences. The analysis will provide evidence about the financing method mix' clusters and progressivity factor (Kakwani Index) influencing WHO DALE ranking. Regional and wealth perspectives are also looked at. Conclusively simple correlations can be observed for example between the Kakwani Index and the DALE ranks i.e. the more progressive a health care system is financed the better it is ranked. But also regarding financing mix' basic relationships can be found like social insurances leading to a better position contrary to the privately financed system mixes. It reviews the theoretical understanding of public policy implementation and made efforts to what extent reproductive health policy was implemented at local level namely Bangsing Village Development Committee (BVDC) and Lalitpur Sub-metropolitant City (LSMC). The study revealed that the reproductive health policy implementation was weaker in BVDC than LSMC. The outlined reasons were poor health policy design, weak implementation of decentralization scheme, unfavourable socio-administrative culture, uninstitutionalized health service delivery institutions, lack of required front-line health workers and insufficient financial resources. So far as it concerned with the policy implication, bottom-up approach seems more appropriate for policy implementation due to its grass-root attachment in the context of Nepal. There seems an urgent need to incorporate socio-cultural factors in policy decisions so that reproductive health policy can be implemented effectively

Family violence and sexual abuse are significant issues for people with mental illness. Abuse impacts on mental health and is a contributing if not causal factor in the development of mental illness. Mental health services in Australia are governed by federal and state mental health policies since the early 1990s. This study examined policy guidance by government for mental health services in Victoria in relation to intpersonal trauma experienced by mental health clients. A policy analyis and comparative study between two Australian states showed clear difference in policy direction. The study concludes with recommendations for the state of Victoria (study site) and the need to provide policy on the issue for mental health services. Targetted policy would provide strategies to work within a trauma-informed framework and promote the concept that working within such a framework constitutes core business for mental health services. There is a clear need to provide mental heatlh services that take a sensitive and proactive approach to trauma issues for people with mental illness.

The practice of health policy research in developing countries is characterised by overindulgence in analysis of content, while neglecting policy process, actors and context. This study sets out to generate critical learning on how the latter elements affect the adoption of international recommendations into national health policies in developing countries. The study investigates Uganda's decision to ban traditional birth attendants from assisting in childbirth. The study uses Kingdon's Multiple Streams theory as a guiding framework to understand how the policy-transfer process precipitated in a drastic decision that stands at odds with international recommendations. It is a qualitative study and semi-structured interviews were conducted with 13 policy makers. The book analyses the determinant factors that led to the policy: the understanding and use of evidence in the setting, the mode of actors' interaction and the type of policy deliberation, and the political context. The book offers critical insight into this under researched area and will be useful to policy makers, researchers and students of public policy and international health.

It amounted 11.3% of GDP in 2011 which is 2%-points above the OECD average of 9.3%. Only the United States (17.7%), the Netherlands (11.9%) and France (11.6%) are spending more on health. In addition, German health expenditure increased, in real terms, at a rate of circa 2% p.a. on average in 2000-2010, but slowed down to 1.1% in 2011. However, expenditure continues to grow. With regard to these figures, health care is one of the most important sectors in Germany. With more than 6 million employees and a gross value added of almost € 268 bn in 2013, it represents 11% of the German economy. While expenditure is on the rise, the number of contributors who finance the health care system decreases. As a result, the question of how to finance the growing demand for health services occurs. In particular, a closer look at the statutory health insurance (SHI) is necessary as it financed 57% of total health expenditure in 2011. Since the report "Achieving financial sustainability for the social security systems" by the Rürup-Commission, two major reform proposals are discussed: the citizens' insurance ("Bürgerversicherung"), a universal system of health ...

Human health and well-being are tied to the vitality of the global ocean and coastal systems on which so many live and rely. We engage with these extraordinary environments to enhance both our health and our well-being. But, we need to recognize that introducing contaminants and otherwise altering these ocean systems can harm human health and well-being in significant and substantial ways. These are complex, challenging, and critically important themes. How the human relationship to the oceans evolves in coming decades may be one of the most important connections in understanding our personal and social well-being. Yet, our understanding of this relationship is far too limited.
