Nuclear power is a cheap and traditional form of energy. Therefore, there is a large international supply with a strong demand for it. Nevertheless, there are also big risks in the production of nuclear power. Nuclear meltdowns with far-reaching consequences have occurred in the past, e.g. the well-known meltdown at Chernobyl in 1986 and the newest disturbance at the Fukushima nuclear power station in Japan in 2011. These have provoked a major global, public discussion on the future energy supply from nuclear power stations. In Germany, 17 nuclear power stations supply most households and companies with energy, and 7 of the oldest nuclear power stations are temporarily recaptured from the electrical network. An important consideration regarding the economical shutdowns of nuclear power stations in Germany dominates public workaday life. The alternatives are renewable energies. However, they supply only a small amount of energy. If there is a consideration to shut down nuclear power in Germany, it is significant to do so in an economical manner.

BeschreibungThe work at hand participates with the energy transition toward decarbonized electricity production by providing a method to analyze the incentives for the dispatchable fleet to provide flexibility. It analyzes the signals set by the energy markets to investors and power plant operators regarding flexible power plant operation and the future requirement of thermal plant flexibilisation, with improvement suggestions. A method for the quantitative, long-term, high-resolution techno-economic assessment of an individual power plant's operational flexibility is proposed. It includes the single unit self-scheduling problem of a merchant power plant solved from a price-taker perspective in the day-ahead, intraday and frequency control markets, as well as a parametric power plant model suited for operational flexibility assessments. The retroactive observation of the merchant power plants' operation strategies in these markets is used to identify best practices in terms of market design for flexibility incentives. The value of operational flexibility improvements is quantified using various metrics, for different technologies and market environments. Despite their sensitivity to market design, technologies and cost structures, these results indicate that if investors further expect a three to five-year return on investment, the existing European conventional fleet is unlikely to experience a significant flexibilization.

The classical transport mechanism for nuclear proteins involves karyopherins importing and exporting the proteins. The karyopherins recognize typically nuclear transport signals in the protein sequence. Three main types of nuclear localization signals (NLS) are focused in the scientific field of nuclear protein transport: monopartite, bipartite and PY-NLS. In studies on nuclear export signals (NES) the specific type of leucine-rich signals is often investigated. The first goal of this thesis was to update NLSdb, a database containing 114 experimental and 194 potential NLS, to the current state of available data. Towards this end, a set of 2452 novel signals with published experimental evidence was extracted from the literature and used as development set. An in silico mutagenesis approach was applied to this set to detect 4301 novel potential NLS in nuclear proteins. We matched these potential NLS in protein sequences of unannotated subcellular localization to identify nuclear proteins. We were able to confirm the predicted localization using our potential NLS in literature. When security and arms control analysts list what has helped keep nuclear weapons technologies from spreading, energy economics is rarely, if ever, mentioned. Yet, large civilian nuclear energy programs can-and have-brought states quite a way towards developing nuclear weapons; and it has been market economics, more than any other force, that has kept most states from starting or completing these programs. Since the early 1950s, every major government in the Western Hemisphere, Asia, the Middle East, and Europe has been drawn to atomic power's allure, only to have market realities prevent most of their nuclear investment plans from being fully realized. Adam Smith's Invisible Hand, then, could well determine just how far civilian nuclear energy expands and how much attention its attendant security risks will receive. Certainly, if nuclear power's economics remain negative, diplomats and policymakers could leverage this point, work to limit legitimate nuclear commerce to what is economically competitive, and so gain a powerful tool to help limit nuclear proliferation. The proliferation of nuclear weapons is one of the most challenging security issues of today. In September 2009 reports of a newly discovered nuclear facility, the Fordow Fuel Enrichment Plant, raised the question if Iran is in compliance with the obligations under its Safeguards Agreement, which was concluded with the International Atomic Energy Agency in accordance with the Non-Proliferation Treaty. The paper seeks to provide a basis for understanding the problematic from an international legal perspective, using international treaty law as tool of analysis. For the interpretation of Iran's rights and obligations the Vienna Convention on the Law of Treaties is applied on Iran's Safeguards Agreement. Furthermore, the report discusses the overall legitimacy of the non-proliferation regime in general and the application of the non-proliferation rules in relation to Iran in particular. The analysis should be a useful key for accessing the complex system of international regulations, which make out the non-proliferation regime. Actors in the field, as well as anyone interested in better understanding the ongoing debate on a potential nuclear Iran, should find the report of value.
