While improvement science has experienced a surge of interest over the past 30 years, applications of it are rare in the evaluation literature. This issue promotes the cross-fertilization of ideas, techniques, and tools between evaluation and improvement science. There are at least four areas where this cross-fertilization is particularly relevant: learning from error, examining variation, appreciating context, and focusing on systems change. This volume considers: the conceptual similarities and distinctions between improvement science and evaluation; the intellectual foundations, methods, and tools that collectively comprise improvement science; and case chapters that offer an inspiring review of state-of-the-art improvement science applications. Cutting across all of these applications is a shared grounding in systems thinking, a determination to capture and better understand variation and contextual complexity, as well as a sustained commitment to generative learning about projects and programs—all issues of great concern to evaluators. The issue offers producers and users of evaluations the potential benefits of a closer engagement with improvement science. This is the 153rd issue in the New Directions for Evaluation series from Jossey-Bass. It is an official publication ofthe American Evaluation Association.

The book sets out deliberately to challenge the current construction improvement debate and the way in which it is conducted. It confronts the supposedly neutral nature of construction 'best practice' and demonstrates that that the advocated recipes seldom stand up to critical scrutiny. It further argues that commonly accepted components of best practice such as lean construction, partnering and collaborative working rarely live up to the claims made on their behalf. Such recipes invariably suffer from definitional vagueness, and are constantly reinterpreted to suit the needs the different audiences. Making Sense of Construction Improvement argues that construction sector improvement techniques cannot be understood in terms of their substantive content, and are best understood in terms of the rhetoric within which they are presented. The author also contends that the persuasiveness of such recipes depends upon the extent to which practitioners can adopt them for the purposes of making sense of the changes they observe happening around them. To be accepted as 'best practice' construction improvement techniques must also resonate with broader agendas of socio-technological change. The author charts how the best practice debate has developed from the aftermath of the Second World War through to the election of David Cameron's coalition government in 2010. Attention is given to the way in which the improvement debate throughout the 1960s and 70s was shaped by the broader aspirations of the post-war social consensus and the associated desire for a centrally planned economy. Attention thereafter is given to the way the construction sector was radically re-shaped by the advent of the enterprise culture. The privatisation of the sector's client base, coupled with the withdrawal of the state as a provider of mass housing, caused a significant and long-lasting shift in the construction landscape. Private sector clients similarly experienced extensive downsizing while outsourcing their procurement capabilities. Such strategies were frequently justified by mobilising the rhetoric of business process re-engineering (BPR). Contracting firms simultaneously faced unpredictable workloads and increasing market competition. In response, the sector at large chose to base their competitive advantage on leanness and agility. Hence the emergence of the hollowed-out firm as the dominant form of organising. These structural trends combined to provide the backcloth to the industry improvement agenda throughout the 1980s and 1990s. Making Sense of Construction Improvement argues that the popularity of improvement recipes such as partnering, collaborative working and integrated teams can be understood as strategies for overcoming the loss of control associated with downsizing and outsourcing. In contrast to other textbooks, Making Sense of Construction Improvement does not offer advice on how to manage construction projects more effectively; the aim is rather to understand the forces which have shaped the construction sector improvement agenda over time.

But before Brunetti can begin his investigation, he is surprised by the appearance in his office of a friend of his wife’s, who is fearful that her son is using drugs. A few weeks later, Tullio Gasparini, the woman’s husband, is found unconscious with a serious head injury at the foot of a bridge, and Brunetti is drawn to pursue a possible connection to the boy’s behaviour. But the truth is not straightforward. Following various contradictory leads, Brunetti navigates his way through a world of mysterious informants, underground deals and secret longstanding scam networks, all the while growing ever more impressed by the intuition of his fellow Commissario, Claudia Griffoni, and by the endless resourcefulness of Signorina Elettra, Vice-Questore Patta’s secretary and gate-keeper. With Gasparini’s condition showing no signs of improvement, and his investigations leading nowhere, Brunetti is steadied by the embrace of his own family and by his passion for the classics. He turns to Sophocles’s Antigone in an attempt to understand the true purpose of justice, and, in its light, he is forced to consider the terrible consequences to which the actions of a tender heart can lead.

Based on a convergence of network technologies, the Next Generation Network (NGN) is being deployed to carry high quality video and voice data. In fact, the convergence of network technologies has been driven by the converging needs of end-users. The perceived end-to-end quality is one of the main goals required by users that must be guaranteed by the network operators and the Internet Service Providers, through manufacturer equipment. This is referred to as the notion of Quality of Experience (QoE) and is becoming commonly used to represent user perception. The QoE is not a technical metric, but rather a concept consisting of all elements of a user's perception of the network services. The authors of this book focus on the idea of how to integrate the QoE into a control-command chain in order to construct an adaptive network system. More precisely, in the context of Content-Oriented Networks used to redesign the current Internet architecture to accommodate content-oriented applications and services, they aim to describe an end-to-end QoE model applied to a Content Distribution Network architecture. About the Authors Abdelhamid Mellouk is Full Professor at University of Paris-Est C-VdM (UPEC), Networks & Telecommunications (N&T) Department and LiSSi Laboratory, France. Head of several executive national and international positions, he was the founder of the Network Control Research activity at UPEC with extensive international academic and industrial collaborations. His general area of research is in adaptive real-time control for high-speed new generation dynamic wired/wireless networks in order to maintain acceptable Quality of Service/Experience for added-value services.
