The paper scrutinizes the nature of the targeted sanctions and gives empirical evidence on how their impact has been severely curtailed by non participation of other nations, lack of clarity, inconsistencies in implementation and challenges on the legitimacy of the sanctions among other issues. This article also goes further to analyze the spillover effects of the targeted sanctions particularly on the economic and social service sectors. The article argues that despite the weaknesses inherent in the nature of these sanctions and their spillover effects, the sanctions have facilitated better aid management that has resulted in successful implementation of aid projects without sidelining the government and without the donors being meddled in political squabbles.

There is a wide range of literature critical of SAPs. Several debates have focused on whether the failure of SAPs was a result of the inherent weaknesses of the IMF/ WB sponsored structural adjustment or whether it was caused by structural failures of policy implementation within the African continent. The author uses the Zimbabwean case to analyze the impact of SAPs on social service sectors, particularly the public health sector. This paper provides a case where the Zimbabwean health sector demonstrated significant progress in public health delivery, and showed prospects of further improvements before the implementation of structural adjustment between 1990 and 2000. In this thesis I show that cost recovery systems and reduced public expenditure on health led to rising costs of health services and increased inequalities in health service provision. It also resulted in the abandonment of critical public health programmes and consequently contributed to poor funding for health infrastructure, maintenance, drugs and equipments. This question, however, leads into the need for deep ideological analysis. The paper thus defines the concept of Western religion, and then proceeds to show how Western religion is inseparable from Western civilization, including modern values which are often called secular but which, in fact, have ideological roots that can be traced to Western religion. Over the course of this analysis, an opposition emerges between Western religion on the one hand and secular progressivism on the other-the latter of which is both derived from and antagonistic toward Western religion. The contours of this ideological conflict and their implications are explored through the development of a comprehensive theoretical framework. The independent research of the present paper consists of an interview with a selected congressman. In recent years, however, this view has changed since the pollution of the sea became an ever serious problem. Fairly cleaned liquids as well as various waste-pieces have massive implications on the maritime life. In addition, intentionally discharged as well as accidentally released oil-products propose a huge challenge to the global community.Therefore the essay elaborates on this ecological issue with focus on oil-tankers as well as it lists up international actions taken against it. These are regime-induced (MARPOL 73/78) modifications at the ships itself such as load on top, segregated and protectively located ballast tanks, crude-oil-washing and double-hulls. The hypothesis of the paper is that the international measures taken have been adequate in general and changed the discharging habits of the industry lastingly. The agreements also seem to have made it possible to have the oceans nowadays less polluted than it assumably would have been without them. Therefore, apart from minor potential future corrections, the international regime for protecting the oceans against the pollution from oil-tankers was rather successful.

Azerbaijan's parliamentary elections in November 2005 became an arena where domestic and international actors jostled for influence and control. This book highlights the role of international observers in the election process, and presents in-depth assessments of the pre- and post-election situation in Azerbaijan. The 2005 parliamentary elections are of special interest for several reasons. First, oil-rich Azerbaijan offers interesting insights on the relationship between energy wealth and democratisation. For the eight Caspian republics, the discovery of vast oil and gas deposits was the key to securing the newly independent states' sovereignty away from Moscow's control toward integration with Europe and the United States. This thesis analyses the US' treatment of the Caspian Sea Region between 1991 and 2001, in order to measure whether its policies were crafted according to Realist tenets in formulating policy designed to advance its security. The historical record seen through Offensive Realism presents evidence that US foreign policy was governed by principles not balance of power considerations, led by the false notion that democratic Russia would act in accordance with US goals. The first part will offer the theoretical framework following Arend Lijphart's Favorable Conditions for Consociational Democracy, which has been subject of constant readjustment over the course of his different studies on consociationalism. Following a brief introduction on the theory of consociationalism, the nine favorable factors of power sharing by Lijphart will be explained in greater detail. External actors will be added as an additional factor up for review. Criticism of Lijphart's factors will conclude the first part of the thesis. The main part of the thesis is concerned with the actual case studies of Bosnia and Macedonia. The theoretical model will be applied to the countries realities, by dedicating a chapter to each factor.
