In this book, we study optimization models for health care under uncertainty and resource constraints. In particular, we study two problems. The first problem is the multi-shift Vehicle Routing Problem (MSVRP) with overtime to meet around-the-clock demand. We use insertion to create the initial routes and then use tabu search to improve the routes. We show that our algorithm can find high-quality solutions for very large problems. The second problem is a multi-city resource allocation model to distribute the medical supplies in order to minimize the total number of fatalities in an infectious disease outbreak. We consider the problem with uncertainty in the initial number of cases and transmission rate, and build a two-stage stochastic programming model. To solve instances of realistic size we use a heuristic based on Benders decomposition. Finally, we use sample average approximation (SAA) to get confidence intervals on the optimal solution. We illustrate the use of the model and the solution technique in planning an emergency response to a hypothetic national smallpox outbreak. Computations show that the algorithm is efficient and can obtain near-optimal solution.

Classical planning is the problem of finding a sequence of actions for achieving a goal from an initial state assuming that actions have deterministic effects. The most effective approach for finding such plans is based on heuristic search guided by heuristics extracted automatically from the problem representation. In this thesis, we introduce alternative approaches for performing inference over the structure of planning problems that do not appeal to heuristic functions, nor to reductions to other formalisms such as SAT or CSP. We show that many of the standard benchmark domains can be solved with almost no search or a polynomially bounded amount of search, once the structure of planning problems is taken into account. In certain cases we can characterize this structure in terms of a novel width parameter for classical planning.

We approach the knapsack problem from a statistical learning perspective. We consider a stochastic setting with uncertainty about the description of the problem instances. As a consequence, uncertainty about the optimal solution arises. We present a characterization of different classes of knapsack problem instances based on their sensitivity to noise variations. We do so by calculating the informativeness as measured by the approximation set coding (ASC) principle. We also demonstrate experimentally that, depending on the problem instance class, the ability to reliably localize good knapsack solution sets may or may not be a requirement for good generalization performance. Furthermore, we present a parametrization of knapsack solutions based on the concept of a knapsack core. We show that this parametrization allows to regularize the model complexity of the knapsack learning problem. Algorithms based on the core concept may benefit from this parametrization to achieve better generalization performance at reduced running times. Finally, we consider a randomized approximation scheme for the counting knapsack problem proposed by Dyer. We employ the ASC principle to determine the maximally informative approximation ratio.

Risk involves exposure to a chance of injury or loss. The fact that risk inherently involves chance leads directly to a need to describe and to deal with uncertainty. Corps policy has long been (1) to acknowledge risk and the uncertainty in predicting floods and flood impacts, and (2) to plan accordingly. Historically, that planning relied on analysis of the expected long-term performance of flood-damage-reduction measures, on application of safety factors and freeboard, on designing for worst-case scenarios, and on other indirect solutions to compensate for uncertainty. These indirect approaches were necessary because of the lack of technical knowledge of the complex interaction of uncertainties in predicting hydrologic, hydraulic, and economic functions and because of the complexities of the mathematics required to do otherwise.

The study examines the relationships between inflation uncertainty and output growth uncertainty, and analyzes their effects on the level of inflation and output growth in South Africa. An asymmetric multivariate GARCH-M model suggested by Grier et al. (2004) is applied. The findings suggest that while uncertainty about growth is detrimental to output growth inflation uncertainty is not. The findings further reveal that Cukierman and Meltzer (1986) hypothesis of a positive impact of inflation uncertainty on the level of inflation is supported and there exists a negative impact of output growth uncertainty on inflation. No association could be found between inflation uncertainty and output growth uncertainty. The findings imply that output growth and its uncertainty should not be treated separately as it is usually suggested by business cycle models. In addition, both output growth uncertainty and inflation uncertainty should be considered as part of the determinants of output growth in South Africa.

However, most pull systems do not perform well with random processing times and have a limited applicability for the MTO sector. The systems do not achieve a decent reduction of total throughput times (TTT) or only under special conditions. The unsolved problem is how to design a load-based system that is able to perform well with random processing times.To overcome this problem a load-based pull system with an adapted release mechanism is proposed. Pull systems need to balance the workload effectively over the different routes and stations in order to reduce TTT. By prioritizing orders regarding their size, the adapted release mechanism balances the workload within the routes and between the different routes. A discrete event simulation with several sets of experiments was conducted to test this release mechanism in a load-based system and compare it to various other pull systems. The results show an improved performance of the proposed system compared to the other systems. The magnitude of this performance improvement strongly depends on the used ratio of large to small orders.

The current practice used in UC modelling is the binary approach. This modelling results in a high dimension problem. This in turn leads to increased computational effort anddecreased efficiency of the algorithm. A duty cycle based modelling proposed in this thesis results in 80 percent reduction in the problem dimension. The stern uptime and downtime requirements are also included in the modelling. The common call for sustainable development from a growing share of consumers and political authorities alike has become a crucial business driver for automotive companies and an essential prerequisite for corporate competitiveness. Therefore, it is only consequent that business mission statements on sustainability can be found in nearly every larger manufacturer's public appearance. However, in order to walk the talk, characteristics of sustainability must be an inherent traitof an organization. For production to adopt normative management decisions, the production strategies are to be aligned with the superior business mission. Hence, sustainability-oriented measures should be expected to exist in any larger automobile manufacturer's strategic-tactical production planning.This is where this paper sets in. Doctoral Thesis / Dissertation from the year 2015 in the subject Transportation Science & Technology, , course: Transit planning, language: English, abstract: Transit route Network Design Problem (TrNDP) is the most important component in Transit planning, in which the overall cost of the public transportation system highly depends on it. The main purpose of this study is to develop a novel solution methodology for the TrNDP, which goes beyond pervious traditional sophisticated approaches. The novelty of the solution methodology, adopted in this studyr, stands on the deterministic operators which are tackled to construct bus routes. The deterministic manner of the TrNDP solution relies on using linear and integer mathematical formulations that can be solved exactly with their standard solvers. The solution methodology has been tested through Mandl's benchmark network problem. The test results showed that the methodology developed in this research is able to improve the given network solution in terms of number of constructed routes, direct transit service coverage, transfer directness and solution reliability. Although the set of routes resulted from the methodology would stand alone as a final efficient solution for TrNDP, it could be used as an initial solution for meta-heuristic procedures to approach global optimal. Based on the presented methodology, a more robust network optimization tool would be produced for public transportation planning purposes.
