What are some promising practices to help make academic scholarship more policy relevant? This monograph provides strategies that—when addressed—should improve the chances of a study becoming relevant to policy audiences. It provides: practical examples, theoretical perspectives, discussions of key stakeholders, and promising research strategies for framing work in policy relevant ways. By being more intentional about the policy relevance of our work and connecting research with emerging policy debates, we can increase the likelihood that future policy solutions will be evidence-based and informed by the most recent and rigorous research in our field. This the 2nd issue of the 41st volume of the Jossey-Bass series ASHE Higher Education Report. Each monograph is the definitive analysis of a tough higher education issue, based on thorough research of pertinent literature and institutional experiences. This book provides an important new contribution to debates around housing policy and its impact on community cohesion. There has never been a more prescient time to discuss these concepts: the book provides an interpretation of housing, race and community cohesion in a highly politicized and fluid policy context. It is designed to initiate discussion and debate but this should not be esoteric and limited to a group of academics. Rather the objective is to bridge academic and policy audiences in the hope that this fusion provides a basis for a new agenda to discuss these topics. Race and community have been key features of social housing policy over the last 20 years with many high-profile interventions, from the proactive approach by the Housing Corporation to support black and minority ethnic housing associations, to the influential Cantle Report documenting segregation in towns and cities following riots, and the National Housing Federation led Race & Housing Inquiry leading to sector wide recommendations to achieve equality. However, volume of policy interventions and reports has not been matched by academic outputs that co-ordinate, integrate and critically analyse 'race', housing and community. Housing, Race & Community Cohesion is the first systematic overview of 'race', housing and community during this tumultuous period. The material presented is robust and research based but also directly engages with issues around policy and delivery. It is designed to reflect the interests both of the academic research community and policy makers on both sides of the Atlantic. It is not rooted to specific policy interventions that could quickly date but instead focuses on developing new ways to analyse difficult issues that will help both students and practitioners now and in the future.

The Carver Policy Governance Guide series includes six booklets that offer board members a description of John Carver's Policy Governance model of board leadership. Policy Governance enables a board to fulfill its accountability to its organization's «owners,» whether the owners are association members, city residents, company shareholders, or a community of interest. Policy Governance addresses the board's engagement in financial, programmatic, and personnel matters; roles of officers and committees; reporting and evaluation; agendas; and other aspects of the board job. Implementing Policy Governance and Staying on Track shows boards how they can apply the principles of the Policy Governance model and change the way they govern in practice. The guide cuts across various aspects of the Policy Governance model and challenges board members to move from concepts to practice. The Policy Governance model is based on the functions rather than the structure of a governing board. It outlines commonsense principles about governing that fit together into an entire system. The practices of the Policy Governance board, which are consistent with the principles, allow it to control without meddling, focus on long-term organizational outputs, powerfully delegate to a CEO and staff, and discharge its fiduciary responsibility in a visionary, strategic manner. Because the model is a total system, the Carver Policy Governance Guide series offers boards a complete set of principles for fulfilling their various obligations.

Arcade Ndoricimpa Threshold effects of inflation on economic growth in selected African regional economic communities: Evidence from a dynamic panel threshold modeling

The objective of this study is to estimate inflation threshold and examine its impact on the inflation-growth nexus in selected African regional economic communities. While a number of empirical studies exist in this area for developing countries, they bundle up countries from Asia, Africa and Latin America which do not have the same inflation experiences. This study therefore focuses on Africa. However, since African regional groupings themselves have different inflation experiences, non-linearity in the relationship between inflation and growth is explored within each grouping separately. The study uses dynamic panel threshold modeling recently suggested by Kremer et al. (2013) which extends the non-dynamic panel threshold model of Hansen (1999) and the cross-sectional threshold model of Caner and Hansen (2004). The results indicate that the estimated inflation threshold is different across the regional economic communities. Nonlinearity in inflation-growth nexus seems to hold in CEMAC, COMESA and SADC while it is questioned in WAEMU and WAMZ. For CEMAC, COMESA and SADC, the findings indicate that inflation above the threshold is harmful to growth. Some correlations are established in this study but further analysis is needed to suggest a policy.

Ends and the Ownership helps boards distinguish between what an organization is for and what it does (ends versus means)—a basic feature of the innovative Policy Governance model. This important guide also discusses the concept of ownership and includes sample policies that can help board members effectively prioritize and govern. Public Health Policy: Issues, Theories, and Advocacy offers students an engaging and innovative introduction to public health policy: its purpose, how it is originated, and how it is implemented. The book describes the underlying theories and frameworks as well as practical analytical tools needed for effective advocacy and communication. Drawing on the multidisciplinary nature of public health, the book uses concepts and examples from epidemiology, law, economics, political science, and ethics to examine the policymaking process, explain positions pro or con, and develop materials for various audiences to further a public health policy intervention. In addition, Public Health Policy shows how policymaking is a complex and integrated top-down and bottoms-up process that embraces a myriad of public and private stakeholders. Written by a highly experienced health policy researcher and teacher, the book is rich in resources that will enhance teaching and learning. Each chapter begins with an overview of the chapter, including core terms and concepts, and includes illustrative examples of how the highlighted component (law, ethics, economics, politics, epidemiology, and medicine) intersects with public health. Discussion questions at the end of every chapter, along with an interview from an expert from each of the component fields, give real-world perspectives on how that particular subject relates to the overall topic. The book also contains 13 case studies that illustrate the framework discussed in the first part of the book, and show how the different components link to create, sustain, evaluate, or obstruct the development of public health policy. Also included are primers on two essential policy tools: how to write research policy briefs, and how to craft effective letters to an editor, including examples of both drawn from the author's publications in journals and newspapers.

Preventing violent conflicts and establishing comprehensive lasting peace in some of the world’s most turbulent regions has become the new global imperative. But to be effective, peacebuilding must be a multilateral, not a unilateral process. Even for the world’s sole surviving superpower, promoting and sustaining durable peace requires communication, co-ordination, co-operation, and collaboration between local, national and international actors, nongovernmental as well as governmental. In this book, Dennis Sandole explores the theory and practice of peacebuilding, discussing the differences and similarities between core aspects of peace processes, namely violent conflict prevention; conflict management; conflict settlement; conflict resolution and conflict transformation. Assuming no prior knowledge on the part of the student reader, the volume distinguishes between proactive and reactive peacebuilding as strategies to pre-empt or otherwise respond to global problems, such as identity conflicts, failing/failed states, terrorism, pandemics, poverty, forced migrations, climate change, ecological degradation, and their combined effects. Drawing on a wide range of conflicts such as Bosnia-Herzegovina, Cambodia, East Timor, Haiti, South Africa and Macedonia, the book debates the 'lessons learned' from past experiences of reactive as well as proactive peacebuilding, plus the challenges which lie ahead for those striving to bring about sustainable peace, security and stability to war-torn or otherwise fragile regions of the globe.

The case for a flexible work schedule for faculty has been repeatedly made, with one policy recommendation being part-time positions for tenure-track/tenured faculty (PTTT). Despite some of the benefits of this approach for both faculty and institutions, the PTTT concept is the least implemented policy for faculty flexibility and is poorly understood. This report offers the first comprehensive treatment of PTTT, suggesting that this mode of flexibility enhances recruitment, retention, and engagement of faculty, while offering value-added productivity, planning potential, and faculty loyalty for the institution. Herbers provides data that explore how a PTTT policy can lead to faculty success and satisfaction across the lifespan of a career, and likewise offers analogies and examples of well-established practices that administrators across institution types can adapt to create their own policies. Administrators and faculty will find the author’s policy recommendations, best practices, and solutions to common challenges to be a roadmap for stimulating change in their institutions. This is the 5th issue of the 40th volume of the Jossey-Bass series ASHE Higher Education Report. Each monograph is the definitive analysis of a tough higher education issue, based on thorough research of pertinent literature and institutional experiences. Topics are identified by a national survey. Noted practitioners and scholars are then commissioned to write the reports, with experts providing critical reviews of each manuscript before publication.

A thorough explanation of the mathematical theories, philosophies, and economics of catastrophes with a view to how humanity should be prepared for events with catastrophic consequences This book presents a holistic view of natural and man-made catastrophes, from mathematical theories and philosophy through to economics and policy. It is both academic and applied in its approach, offering both empirical evidence and academic reflections to give a new perspective on an ever-developing topic, and providing many examples of public policy and catastrophe responses from around the world. Natural and Man-made Catastrophes: Theories, Economics, and Policy Designs begins by introducing readers to numerous natural and man-made catastrophes and how catastrophe theories have played a pivotal role in designing policies and responses to them. It discusses hurricanes, earthquakes, nuclear disaster, asteroid collision, Large Hadron Collider, artificial intelligence, uncontrollable robots, global warming, infectious diseases without antibodies, and bioterrorism. It clarifies key mathematical and scientific theories—such as catastrophe theory, chaos, singularity, fractal, tipping point, unbounded variance, fat-tail, and Feigenbaum constant—on catastrophes. The book goes on to examine ancient and contemporary philosophies that have played critical roles in humanity’s understanding of catastrophic outcomes. The book critically builds the economics of catastrophic events 1) by consolidating the catastrophe literature in natural sciences, scientific theories, and philosophy; 2) by constructing global empirical catastrophe data and analytical models using historical data on hurricanes and earthquakes; 3) and by critically reviewing policy experiences on the aforementioned catastrophic events. Lays the foundation for the economic analyses and policy-making on potential humanity/universe threatening catastrophes Includes many examples of public policy and behavioral responses to catastrophes from around the world Provides a wide-ranging commentary on crucial implications of the studies, models, and concepts of catastrophes Synthesizes the catastrophe literature in mathematical theories, philosophical traditions, economic analyses, policy studies, and contemporary concerns. Natural and Man-made Catastrophes: Theories, Economics, and Policy Designs is an important book for students, teachers, professionals, and policy makers who are involved in environmental research and disaster response.
