Central banks around the world have lowered their key interest rates to historical lows and implemented large asset purchase programs in the past few years. Within the scientific and, most recently, also increasingly in the political debate, the nominal interest rate is mainly the subject of discussion. The question is often raised whether saving and retirement provision are still worthwhile for private households, especially in Germany. In this context it is often ignored or not considered that the purchasing power of the nominal interest rates fluctuates considerably with the inflation rate. Inflation-adjusted real interest rates are therefore decisive for the actual income from financial assets and crucial for the savings and investment behavior. This study, therefore, shall play ist part to investigate scientifically the influence and correlation of low and negative key interest rates on yield levels of selected asset classes within the sphere of influence of the European Central Bank. The first mass killings of the Romanian Holocaust in late June to early July 1941 brutally claimed thousands of victims and marked the beginning of the government's plan to "cleanse the land" of Jews. Moreover, of all the Third Reich's allies, only Romania undertook its genocide campaign without the intervention of Himmler's SS. In The Origins and Onset of the Romanian Holocaust, author Henry Eaton traces the historical path to this tragedy by examining both Romania's antisemitic history and looking at the initial mass killings in detail. First, Eaton traces the roots of the Romanian government's decision to exterminate Jews in Romania and in its annexed areas through its long and often violent antisemitic past. While the decision to target the Jews might have been ordered by dictator Ion Antonescu and his top civil and military officials, Eaton argues that it found its basis in an entrenched cultural abuse of Jews dating back to the nineteenth century. In the second section, Eaton analyzes the Romanian government's first killing operations: the execution of 311 Jewish men, women, and children at Stânca Rosnovanu by men of the Romanian 6th Cavalry Regiment; the great pogrom in the city of Iasi triggered by agents of the government's intelligence service; and the two "death trains" in which some 2,700 pogrom survivors perished in freight cars turned into ovens by the summer heat. Since its inception philosophical thought has been fixated by death. Death, as much as life, has been the unrelenting driving force behind some of history’s greatest thinkers. Yet, for Emil Cioran, a Romanian-French philosopher, even philosophy cannot attempt to understand nor contain the inevitable unknown. Considered to be an anti-philosopher, Cioran approached and reflected on the human experience with a despairing pessimism. Inhaltsangabe:Abstract: The dissertation analyses whether or not and to what extent the managers of German open-ended property funds see a necessity for amendments to the current German property valuation standards in the context of an increasing demand for European convergence in valuation practice. A critical review of the literature is structured in two chapters: (1) European valuation convergence; and (2) legal background and valuation standards in Germany in a European context. Three main drivers for European convergence have been identified, namely international investment, International Accounting Standards (IAS) and the new Basel Capital Accord. The main standard setting organisations with a European scope are the IVSC, TEGoVA and RICS. German standards are highly regulated by law (BauGB, KAGG, WertV, WertR). However, the relevant valuation basis in Germany mainly complies with its international counterpart. Three methods are outlined in the German standards (WertV), but additional approaches are allowed according to the guidelines (WertR). Systematic differences could be identified between the German investment method and relevant international approaches. The main German specialities in this regard are separation of value for land and building, consideration of only one income (sustainable long-term rent) and arriving at gross values. An exception is provided by the Romanian group. Specifically, this community seems to be extremely successful on the entrepreneurial level, not only because of the large number of firms they established in the territory, but also because of their rapid and extensive growth in recent years. This phenomenon is interesting and puzzling when considering the discriminatory attitudes of the Italian public opinion towards Romanians and the contradictory Italian immigration policies.This thesis intends to disentangle the reasons for the entrepreneurial success of Romanians in Italy, taking into consideration the specific location of Padua. In doing so, this study contributes to the debate on ethnic entrepreneurship, by developing the understanding of the multiplicity of factors behind this phenomenon.Given the scope, a qualitative approach was adopted. Specifically, the core of this thesis is a community-based fieldwork carried out in Padua. Five Romanian entrepreneurs in the territory were carefully sampled and interviewed. The objective of this publication is to offer an answer to the question whether the European Union and, in particular, the full-fledged members of the Economic and Monetary Union, have the ability to develop common solutions leading to the process of further integration. It is a valid question in the context of visible differences in views expressed by ordinary citizens and EU politicians. On the one hand, countries in financial distress expect support from other member states claiming that it is an obligation of the community as a whole (referring to the idea of integration); on the other hand, they state that meeting specific requirements in return for financial aid undermines their state sovereignty. The work presents an analysis of the hitherto activities in the area of EU fiscal consolidation and describes the theoretical format and scope of fiscal union, the possible functions of common bonds, the effects of the issue of bonds (in the context of spreading risk among issuers and the impact on fiscal discipline), and, finally, the role of disintegration processes in the context of public finance issues.

A theoretically oriented section highlights approaches that explain the influence of the EU on reforms in (potential) candidate states. It concludes that it is the prospect of membership that supports reforms. The following section attempts a quantitative comparison regarding the political criterion between Romania and the baselines of (a) the EU 25, (b) the EU 12 and (c) the eight Central and Eastern European States that accessed the EU in 2004. The analysis thereby relies on the most recent data set of the World Bank Governance Indicators. The results suggest that Romania is factually far away from all three baselines in terms of the political criterion. Accordingly, the paper concludes that a postponement of accession in the framework of the existing treaties would be highly reasonable - both from the Romanian and the European perspective and apart from biases stemming from short term political interests that inform most often the contemporary debate.

Most vibration-based damage identification methods make use of measurements directly from bridge structures with attached sensors. The present study aimed to develop new methodologies to eventually detect bridge damages such as scour using the dynamic response of the vehicle. A framework of damage identification and an optimization method was developed first. Secondly, a new methodology using the transmissibility of vehicle and bridge responses was developed to detect bridge damages. Then, a tractor-trailer test system was designed to obtain reliable response and extract bridge modal properties from the dynamic response of moving vehicles. These developed methodologies were applied to detect scour damage from the response of bridge and/or vehicles. The scour effect on a single pile was studied and methods of scour damage detections were proposed. A monitoring system using fiber optic sensors was designed and tested in the laboratory and is being applied to a field bridge. Finally, the scour effect on the response of the entire bridge and the traveling vehicle was also investigated under the bridge-vehicle-wave interaction, which in turn was used to detect the bridge scour.

The objectives for this tax, set out by the European Commission, were tripartite: financial revenue generation, regulative strengthening and the improvement of the efficiency of financial markets. In this context, the European Neighbourhood Policy (ENP), bringing together the EU and 16 of its Eastern and Southern neighbouring states, plays a significant role. But the rapprochement between the EU and its neighbours is problematic regarding relations with Russia, which see its interests in its traditional zone of influence threatened.
